Abstract: Beginning in L969, the Penns ylvania Departrnent of Educat ionrs Div is ion of Educational Quality As s e s srrrent ha s been in the business of measur i t tg both the cogni t ive and affect ive behaviors of pnbl ic school chi ldren. The Ten Goals of Pennsylvania Educat ionr approved by the State Board of Education in L965, are the basis for the assessrrrent program. A L973 board resolut ion rnandates tlr-t each 1lear sne-third of tJre school districts in the Cornrnonwealth wi l l be involved. Al l f i f th, eighth, and eleventh grade shrdents are surveyed; however, the uni t of r r leasurerrrent is the school, not the individual shrdent nor the school d istr ict .

Abstract: A neglected issue in the field of juvenile delinquency is the nature of educational programming in institutions for delinquents . Reeducation of detained youths is often advanced as an important factor in their reform, and most institutions for youttrful offenders provide a school or other educational delivery systems for residents . The details of these systems have not been closely studied, however. This paper reports some of the majorfindings from a national survey of educational and related programming in institutions for j uvenile delinquents. A total of 136 major correctional institutions for male and female juveniles were identified as having educational programs available. A facility was excluded from the survey if the school program was not administered directly
