Reason and Chance in Scientific Discovery

The Unconscious Motives of War.

The Assembly decided that the World Health Organization should undertake an important research programme on the epidemiology of cancer, in' the belief that a comparative study of the variations between cancer types in different countrieswould yield a clue to the origin of this disease. After a long debate, the Committee on Administration, Finance and Legal Matters rejected a proposal, put forward by the Canadiandelegation, for the setting up of a budget working group in future Assemblies to make a close scrutiny of the programme and budget of the Organization. Another proposal from the United States of America delegation that the adoption of the annual budget of the World Health Organization should require a two-thirds majority, as is the casefor certain important decisions,was also rejectedby the Committeeon Admtnistration, Financeand Legal Matters. As usual the Assembly devoted two days to technical discussions. This year's subject was the role of the hospital in the public health programme. Next year the World Health Assembly will meet in the United States,where it will also hold a special session to celebrate the tenth anniversary of the World Health Organization. .
