Abstract: There was developed a methodological approach for carrying out an integrated estimation of the sustainable development socioeconomic parameters based on the UN's current information base. The article proposes a methodology and tools for economic and mathematical modelling to estimate the degree of international trade and investment relations development, the degree of life expectancy, the standard of living and prosperity of international entities under the influence of sources of economic growth. Based on the simulation results an analysis of the general status of the 189 world countries according to the sources of economic growth has been carried out. In order to obtain scientifically grounded results, the paper used general scientific and special methods of research, such as: methods of analysis and synthesis, system approach and abstraction, modelling (fuzzy logic model, a method of Saati hierarchies, Mamdani algorithm), quantitative and qualitative comparison methods, a method of theoretical generalization. The approach proposed in this article can be applied when developing the country's national economic development strategy in the direction of achieving sustainable development.

Abstract: The article specifies the organizational capabilities of application of artificial intelligence technologies in the model of sustainable development of the organization. Also, the article provided the theoretical and methodological background of the organizational changes and development, as well as determined the possibilities of application of artificial intelligence technologies in the functionality of the organization. It was proposed to use the methodological approach to application of neural networks in maintaining of the intelligent management of organizational development. There was developed the combinatorial model of artificial intelligence for decision making about the organizational development.

Abstract: The goal of the article is to carry out a comprehensive study of theoretical and practical development of innovative technologies in the energy industry through the energy trilemma “energy efficiency – energy security – environmental sustainability”. Transformation of the world energy industry is accompanied by a change in the dominant types of fuel in the energy balance, technological and organizational innovations, expansion and optimization of the supply chain. The current stage of the international energy market transformation is described by a growth of demand for energy supply, intensified use of renewable energy sources, and increase in the energy efficiency. Respectively, the investments in the energy industry should be spent on the creation and implementation of solutions that will meet the growing demand, compensation of the decline in energy supply production from the existing oil and gas fields, and the development of the infrastructure of traditional and renewable energy resources. The article uses the content, analytical, statistical and functional methods of research to explore the current state and trends in the transformation of the global energy industry, the main areas of which are the development of nontraditional hydrocarbon (shale gas and oil sands) and renewable energy sources (RES); the use of these sources on the basis of technological innovation is considered to be more efficient. The following conclusions have been made based on the materials presented in the article: the use of various nonconventional hydrocarbon fields will spread in the energy industry in the coming decades; the specific weight of new technologies applied to production and consumption of energy derived from renewable sources, in particular, will increase; transition from the use of renewable energy sources of the first order to the use of renewable energy of the second order should be expected in the long term; and new energy servicing technologies based on the concept of smart grids will be introduced, along with the development of technologies for the extraction of energy resources.

Abstract: It has been proven that the functioning of global value chains (GVCs) takes place by the agreement of various interests of the participating subjects. In determining the direction of fragmentation of production processes of multinational corporations (MNCs), of particular importance are comparative advantages of countries, which explains the constant reconfiguration of GVCs, including the tendency of reconsolidation and repatriation of their links into developed countries occurring in the last decade. It is substantiated that superstate and state assistance to GVCs, in the conditions of the transformation of global production in the XXI century, is beginning to play a prominent role, without, however, decreasing the importance of corporate (or inter-corporate) regulation of these processes. The existing model of global production fragmentation, while active at the beginning of the XXI century, will not necessarily remain adequately effective in 10-15 years. Considering this, and the fact that the functioning of production chains participated in by MNCs is based on inter-country differences that are constantly changing under the influence of scientific and technological progress, it can be stated that global production will continue to evolve, as will GVCs and the conditions of their functioning, which makes further research in this direction relevant.

Abstract: Accelerated introduction of digital technology has recently become one of the key areas in development of Russian economy. The paper presents the approach to innovation intensity assessment by sector and economic activity. The method makes it possible to identify the growth intensity for an output of innovative products. This serves as an indicator of introduction of new technologies and a transition to a more high-tech conversion. The narration assumes that innovations in various sectors are unstable and uneven. There is an observation that there was the highest efficiency increase over the period under review in production and distribution of electrical power, gas, and water, and in other low-tech sectors (primarily, food production). There is a highly intensive character of innovations observed in high-tech and medium-tech sectors. There is another observation that the reasons for the unstable and multidirectional dynamics are as follows: high dependence of efficiency and intensity of innovations on external economic shocks, significant impact made by measures of state support on intensity of innovations, concentration of innovating at large-scale Russian and transnational companies. The results obtained led to the conclusion on a need in more stimuli for national demand from the part of Russian businesses for innovations, including digital technology.

Abstract: On the basis of the conducted researches it is revealed that introduction of process approach at the studied enterprise is caused by a number of features without which creation of the process focused control system is impossible. From the most significant features are distinguished such, as a set of technological, production, operating and providing processes; high complexity of processes; production continuity; huge number of standard and technical documentation; duration of processes in time; specificity of the capital equipment. The analysis of the quality management system at the Becker & K LLP enterprise is carried out; QMS business processes on IDEF0 methodology are developed. On the example of business process "To realize product release" actions for improvement of the mechanism of the business processes management system at the Becker & K LLP are developed. Process of production and storage of products is considered and on its example the technique of assessment of the process approach effectiveness for the enterprise is offered. The process model of management, and also action for improvement of activity of the enterprise is developed.

Abstract: The analysis of various "green" concepts has historically been linked to a broader discussion of the relationship between sustainable development and the environment. Some authors believe that the solution to the problem of the impact on the planet’s environment is to reduce the level of economic activity, which would mean severe restrictions in the use of resources. Others think that economic activity can continue to grow, but with less impact on the environment; some experts claim that it is quite possible to achieve a balance between economic growth and care for the planet and people. In this context, it is necessary to use a new paradigm that clearly states that "environment" and" economic growth" cannot be seen as conflicting goals, which is confirmed by the authors of the article who studied the situation in the EU countries in the period 2016-2017.

Abstract: Despite the dramatic increase in the use social media marketing and huge business investments allocated to online marketing, little is known about consumers’ perceived value of social media marketing. The perceived value concept is key factor in traditional consumer behavior.However investigations into online channels have not been done intensively. The present work has succeeded in demonstrating the role of perceived value on online consumer behavior and its influences on online word of mouth (OWOM) and behavioral loyalty. Based on a sample of 525 respondents who were social media users, the study used Partial Least Squares (PLS) technique to analyze the data. The study has succeeded in filling various gaps of knowledge and literature. The gaps addressed by the present work includes aspects pertaining to perceived value of social media marketing, online word of mouth, behavioral loyalty on online channels, etc.

Abstract: While the consecutive metamorphoses in the world economy changes the paradigm of doing business, the sources of success of almost every type of business transfer from tangible to intangible assets, and the information and its value becomes more and more significant, especially in the segment of small and medium sized enterprises. The aim of this paper was to identify the factors of success of information security management in segment of SMEs in Slovakia. Based on the literature research we identified 4 main factors of success of information security management, including the Compliance of information security management with the company's business activities, Support of top management, Security controls and Organizational awareness. To identify the importance and interconnections of the specified factors we have addressed senior IT security experts from SMEs in Slovakia. The experts evaluated the significance and relationships the factors of success of information security management and the results of the expert evaluation were processed using the DEMATEL technique. The results of the research show that the Security Controls and Supportive top management are the most important factors in general, while the factor of organizational awareness is the most obvious and important in the short-term period. Our results imply that SMEs should promote organizational awareness in information security management in line with implementation of the security controls at the first line of the defense.

Abstract: The concept of the creation of universal smart machines for power systems and critical infrastructure is discussed herein in terms of digital economy requirements. The functional requirements for a universal smart machine for sustainable energy systems are systematized based on a comparative analysis of technology. The requirements determine the approaches to the implementation of software, hardware and design solutions that provide diagnostics and monitoring of the energy state of infrastructures, systems for individual and collective power supply, life support systems of buildings, the state of household appliances, IoT devices, and devices of the housing and utilities sector. The recommendations on the constructive implementation of smart machines are given, making it possible to improve the existing approaches to quality assessment of the services provided in the energy industry. The concept of universal smart machines opens up the opportunities to increase the efficiency of providing the industry and households with a new type of information management services in the field of control over energy infrastructure as one of the main components of the digital economy.

Abstract: There was developed the conceptual framework of information support of the management mechanism of sustainable development of enterprises, in order realize the continuous exchange of information between the controlling and controlled systems of the mechanism, provide the comparative analysis of variants of its improvement, as well as support the selection of effective management decision-making. The solution of the burning problem of ensuring sustainable development of enterprises, the scientific-theoretical justification and practical approaches to formation of the management mechanism of sustainable development, create the significant basis for keeping and expansion of the business activities of enterprises in terms of their transformational changes. Management of the sustainable development is reasonable to realize by the use of the appropriate mechanism as the bunch of successive and coordinated management methods and tools, applied by the management entities for the targeted development of enterprises. In accordance with the consistent characteristics of the object, criteria, principles in the work, the study estimated formation of the management mechanism of sustainable development of the enterprise. In contrast with the current mechanisms, the reporting one gives the enterprise the possibility of more content-related definition and justification of the directions of development; provides the high efficiency, flexibility and adaptability of the management system of the enterprise; guarantees the timeliness of identification of significant changes and development of the corresponding procedures; contributes to the continual improvement of the management processes of sustainable development of the enterprise, taking into account the variability of the market environment.

Abstract: Our dynamically developing market economy has, for some time now, been a witness to a growing interest in the concept of business management involving conscious activities oriented not only at financial profits and economic aspects but also at broadly understood social and ecological interests. Such an approach, termed sustainable development, is becoming an imperative in the contemporary world, hence the decision processes of entrepreneurs tend to be more and more often guided by the principles of environmental corporate responsibility. The author of the study reckons that the implementation of the above business model requires, most of all, the engagement of the human factor. Eco-oriented management is performed exclusively by employees with positive attitudes towards the environment, green competencies, and responsible for the environmental consequences of their actions. Therefore, human resource management oriented at supporting the implementation of the principles of ecological development and the development of environmentally-friendly attitudes of employees referred to as Green Human Resource Management plays an unprecedented role in environmental performance. Green Human Resource Management is a novel approach to the performance of the HR function within organizations – one where environmental contexts constitute the foundation of all initiatives. This involves the application of HR policies in order to promote the sustainable use of company resources, to support ecology and development of ecological sensitivity in workers. This is because ecological awareness of employees and managers is key to the operations of any company complying with the concept of sustainability. The purpose of the study is to present the relevance of Green Human Resource Management to the operations of contemporary companies and indicate practices which can be undertaken in the field to promote knowledge related to the subject matter and extend the scope of concept application as a tool for constructing sustainable companies. The theoretical part of the study, drafted on the basis of a world’s literature overview, identifies several environmental practices that can be employed in the field of human resource management at each stage of the personnel process, starting with work design, employee selection, work discipline shaping, to the development of “green” competencies and “green” working conditions. The empirical part of the research demonstrates the results of a questionnaire conducted at a random population of 300 Polish enterprises. The research approach used enabled the researcher to identify these initiatives in the field of Green HRM that, in the opinion of the study managers, play the key role in the process of shaping enterprise sustainable development.

Abstract: The present study examined two kinds of capital, human and social, on entrepreneurial activities in Hossein Abad Kalpoush Village, Golestan Province, Iran, using primary and secondary data. We used communicative, structural, and cognitive dimensions to evaluate social capital, while we focused on knowledge, skills, and self-efficacy to investigate human capital. Entrepreneurship development is a complex, long-term, and comprehensive procedure with a major role in the economic development of countries. It has turned into the most strategic and major tool for economic promotion in developed countries. Studies on entrepreneurship have proved that there is a correlation between the rate of entrepreneurship activities and national gross product in some countries. Consequently, it is always accompanied by an enhancement of national income and welfare. Entrepreneurship reveals the opportunities, threats, and weak and strong points of environments, including agriculture, by means of a novel methodology and policymaking in order to revolutionize them. This evolution is accompanied by the presentation of new ideas and methods to solve existing and future problems, thereby improving farmers’ economic conditions. The results of this study showed the significant effect of dimensions of human and social capital on entrepreneurial activities.

Abstract: Small and medium enterprises carry out their activities in a dynamic environment that is affected by various processes that also impact their sustainability. The future has the companies that are able to respond promptly to the challenges and are able to exploit opportunities sufficiently. One form of modern entrepreneurship that could help SMEs' sustainability in this environment is the cluster cooperation. This form of entrepreneurship brings many positive effects, but is also affected by various risks. The main aim of this study is to assess the perception of selected business risks that have an impact on SMEs' engagement into cluster cooperation. Using the questionnaire surveys of 1004 SMEs the perception was evaluated with emphasis on the differences between micro-small- and medium sized enterprises. From the data obtained, the tendencies are exposed through the evaluation of following risk categories such as: Market risks, Relation risks, Common resources risks, Operational risks, and Competency risks being assigned by a particular risk indicator afterwards. The final evaluation being made upon all respondents’ answers analysis has confirmed that the competition risk turned out to be the most important risk indicator.

Abstract: The paper discusses options for tourist development of the Altai-Sayan region. For this purpose, a comparison is made between the current state of tourism and sustainable development of tourism. This makes it possible to propose five stages for the strategy of sustainable tourism development in the Altai-Sayan mountain region. The preservation of biodiversity and ethnic characteristics of the territory underlie the ethnoecological type of tourism, being the most consistent with the principles of sustainable development and promising in the studied mountain region. Functional zoning is considered as an important method for balancing and optimizing environmental management. It is proposed to use the landscape-adaptive principle as a basis for spatial planning of tourist service in the mountainous region. The spatial elements of the tourist network of the mountain region were analyzed. This made it possible to reveal the predominance of the linear structure in connection with the mountain-valley relief. There are also examples of radiation, dispersion, focal and linear-perpendicular structures of tourist networks. This allowed highlighting the priorities of tourist development for different territories. Functional zoning of the Altai-Sayan region with the identification of priorities in the development of the territory was proposed. This allowed identifying the spatial distribution of areas of intensive tourist use and areas of nature preservation and ecotourism. In addition, zones of weak economic development were identified with a predominance of tourist routes, as well as those of medium economic development with local tourist centers.

Abstract: Since 2000s China's outward foreign direct investment (OFDI) in developed economies has grown rapidly, boosting the technological advancement of Chinese companies and the advancement of global value chains. In the context of the United States continuing to impose investment restrictions on China, the EU has an important position in the OFDI pattern in China. Although China's OFDI in the EU has maintained rapid growth overall, the location distribution is not balanced. This paper uses spatial measurement method to test China's spatial pattern change of OFDI in EU member states and finds that there are spatial agglomeration effects and spatial spillover effects. The spatial panel analysis method is used to test the factors affecting the spatial distribution China's OFDI in EU. It is found that the market size, technology level and investment freedom of the host country have positive effects on the location selection of China's OFDI in EU.

Abstract: The general objective of this research is to explore the model of earnings quality monitoring and to examine the effect of auditor independence on the relationship between corporate governance mechanism and earnings quality. Specifically, this research is aimed to investigate the impact of ownership structure, commissioner board structure, audit committee structure, internal audit function, and internal control activity, on earnings quality by involving an interaction of these variables with auditor independence. Earnings quality is measured with two proxies. The first proxy is performance-adjusted discretionary accruals or also called Total Accrual, while the second utilizes Total Current Accrual. Achieving all objectives above, the author develops a model and analyses this model in two stages. In the first stage, the model is explored using analysis technique of correlation and regression. Second, fittingness of model is attested using regression analysis with a variety of variable controls and sample controls. Research object is the manufacture companies listed in Indonesia Stock Exchange in period 2011-2015. The Sample includes 112 companies with 560 data of research. After conducting outlier test, the suitable amount of data is 553. The Result of hypothesis test indicates that the model of earnings quality monitoring is constructed from the interaction of many variables. Corporate governance mechanism consists of variables such as ownership structure (managerial ownership and institutional ownership), commissioner board structure, audit committee structure, internal audit function, and internal control activity. Adjusted R-Square value is reaching for 3.3% with significance-value of 0.001. Partially, commissioner board structure, internal audit function, and internal control activity have a significant effect on earnings quality. Auditor independence does not moderate the impact of corporate governance components on earnings quality.

Abstract: The effects of entrepreneurship and information and communication technology (ICT) on countries’ development have been extensively studied, mainly from the perspective of their contributions to economic growth. However, from the human development paradigm, economic income is only resource helping people satisfy their economic needs. This study provides new evidence to bridge the gap in our understanding of how entrepreneurship and ICT improve the quality of people’s lives. To achieve this goal, we use the capabilities approach as a theoretical framework. The empirical analysis was conducted using ordinary least squares with a sample of countries to provide evidence that innovative entrepreneurship, as measured by the Global Entrepreneurship Monitor, has a positive relationship with human development, as measured by the Social Progress Index. The results show that ICT, as measured by the Networked Readiness Index, is positively related to social progress, indicating that ICT is a tool that helps people improve their ability to lead the life they desire. Finally, we find that ICT boosts the positive effect of innovative entrepreneurship on social progress, and thus, that enhancing ICT, and with it, entrepreneurial innovation activity, improves the quality of life.

Abstract: Trade Openness (TO) has a strong role in the development of an economy but its impact on the overall environmental profile of a country is debatable. This analysis is focused to test how trade openness affects CO2 emissions in Oman. Unit root tests are conducted and ARDL model is employed using data from 1972-2014. The results of the study suggested that both Gross Domestic Product (GDP) per capita and trade openness seem to have the positive impact on CO2 emissions. It means that a higher GDP per capita and trade openness destructs the environment in the country. The results leave space for Oman’s government to consider the environment while devising its trade policies. © 2019 by author(s) and VsI Entrepreneurship and Sustainability Center.

Abstract: This research aims to investigate determining factors that influence corporate social responsibility disclosure (CSR disclosure) by examining the effects of company size, profitability, leverage, public ownership, board of commissioner, independent commissioner, and the size of the audit committee. For this study, the samples are banking firms that are listed in Indonesian Stock Exchange between the year 2010-2014. The data were extracted from audited financial reports, and sustainability reports (if available). Quantitative using secondary data. Multiple regression is the analysis performed. Results from this study showed that profitability, public ownership, board of commissioner, and independent commissioner has a positive impact towards corporate social responsibility disclosure, whilst leverage and audit committee negatively affected the company. Furthermore, there was not enough evidence to prove that the size of the company is affecting companies to disclose their corporate social responsibility activities.

Abstract: A business scaling on the basis of outsourcing and creation of an entrepreneurial network is discussed in this article.The network allows to expand the resource capabilities of its member enterprises. This aspect seems significant in the case of the inadequacy of researches that consider the period of the emergence of network structures. The proposed nanocorporation model assumes a network of independent, specialized supplier companies with a small coordinating integrator. In nanocorporations, the core company outsources most of its functions and develops its main competency, specializing in planning, corporate management, and marketing. An expanding affiliate business network provides fast business growth, minimization of costs, high mobility. The article examines the process of creating an entrepreneurial network using the example of three Kazakhstani small and medium-sized businesses. On the basis of the analysis, the stages of the decision-making sequence are proposed while creating a network. Case study method is used as the main one in the work.

Abstract: A key structural issue in the innovation-driven development of Russia’s regional industrial complexes (RIC) to face over the next 5–10 years is “filling”, in the context of the contribution of industrial production to GDP, the niche currently occupied by the resource and raw materials sector of the national economy (in particular, enterprises within the fuel-and-energy complex). This issue of filling the gaps in GDP is quite complex and requires considerable resources and significant statutory effort. Ideally, this process must involve galvanizing RIC’s use of innovative technology, with a special strategic focus on creating high-tech industrial production operations. Since RICs are a key subject of the innovations market, it may be worth exploring the effect of the innovations market on these complexes, while also investigating their own self-development processes in the context of organizing and implementing innovation activity. It is also worth noting that the effect of the innovations market on RICs is manifested in all major segments within the innovations market: federal, sectoral, regional, corporate, and intra-firm.

Abstract: At the stage of the strategic or tactical managerial decisions justification, it is important to choose the right approach, verify proper information sources, develop methods to identify the status of the enterprise. The mentioned prerequisites necessitate the development of methodological tools for the formation of appropriate information and analytical support. The aim of the study is to substantiate the methodology of assessing the ecological and economic security of forestry farms and to test this methodology basing on the data received from state forestry enterprises. The subject of the study is the methodological aspects of developing the methodic for assessing the ecological and economic security of forests, taking into account the peculiarities of their functioning as complex ecologicaleconomic systems. The latter determines the essence of the hypothesis, which requires the use of an integrated indicator for assessing the security of forestry enterprises, taking into account interdependent and interconnected economic and environmental components. Methodic for assessing the ecological and economic security of forest holdings is a sequence of stages that ensure the formation of an information base for the research; selection of indicators; their processing using component, index, normative methods; interpretation of the results of calculations. The authors specify the content of the main terms: ecological, economic, financial, techno-technological, social security, safety of forest use, reforestation, forest protection activity. The methodic has been tested on the data from forest enterprises in Volyn and Rivne regions of Ukraine. The authors obtained adequate results, which indicate a high and satisfactory level of ecological and economic security of these enterprises in 2017. The strengths and weaknesses of the enterprises and the factors that influenced them were revealed. The methodology for assessing ecological and economic security is a tool for obtaining the necessary information about the status of the enterprise in order to substantiate practical recommendations for the further development of forestry as a coherent and stable system.

Digital economy development is associated not only with the progress of the information technology and innovation industry, but also with the improvement of the labor market, where new jobs, professions and personnel are created. In this regard, there is a rapid process of the foundation of society, where one job becomes low-paid, and new professions allow one to receive a personal income at the level of top managers of small and medium-sized enterprises.

Abstract: In this article theoretical aspects of labor productivity and its roles in the stable development of economy are studied. The main purposes of providing the growth of labor productivity as the basis of sustainable economical development are viewed. The relevance of elaboration of a concept of sustainable development of labor is explored. The indicators of the current level of indicators of labor productivity in the regional context and in industries are analyzed. The main problems are identified, the solution of which makes it possible to implement the National project of Labor Productivity and employment support of the Russian Federation. Sustainable economic development is associated not only with the progress of the information technology and innovation industry, but also with the improvement of the labor market where new jobs, professions and personnel are created. In this regard, the relevance of diagnosing labor productivity in the regional aspect is due to the fact that this indicator reflects the effectiveness of the national and regional economies, the production efficiency, characterizes the use of living labor in the production process and ultimately determines the standards of living of the population. In this regard, increasing labor productivity is one of those national goals that are being addressed not only at the federal, but also at a regional level. The higher labor productivity is, the higher economic growth, the level of protection of the national economy from external challenges and threats from the instability of world markets are.

Abstract: The managers, through their professional qualifications, personal qualities, norms of behavior and acquired experience, ensure the achievement of the targets and strategies set in the economic organizations. In this respect, the guarantee of their sustainability and development is only possible through building an effective system of selection of the management staff. In the context of the systematic approach, it is of paramount importance to develop a model for selecting a management team to ensure the sustainability and development of the businesses. The justification of the factors, as well as their action and interaction to achieve the sustainability and development of the economic organizations, is of high value for the implementation of a system for selection, training and professional development of the management team. In this regard, the research on organizations which have achieved positive financial and economic results can help to clarify the strength of the interrelation between the varying factors in the selection of a management team. The purpose of the actual article is to explore and model the main factors for selecting a management team, which have a direct or indirect impact on the sustainability and development of the business organizations in Bulgaria.

Abstract: This study examines the direct and indirect effects of entrepreneurial learning on the formation of positive psychology capital, and explains the direct and indirect effects of entrepreneurial learning and positive psychological capital on student entrepreneurial competencies in Makassar City. This research is included in the type of explanatory research, which is non-experimental. The population in this study were 345 students who had participated in entrepreneurship education and training at state and private universities in South Sulawesi Province, while the sample size was 201 students who already had and were running a business. The results of this study indicate that entrepreneurial learning has a significant effect on the formation of positive psychology capital of students of entrepreneurship, and positive psychology capital has a significant influence on student entrepreneurial competence in South Sulawesi Province. The results of path analysis show that entrepreneurial learning has a significant effect on student entrepreneurial competence through mediation of positive psychology capital.

Abstract: This article justifies the necessity and inevitability of the innovative development of the Russian economy in the transition to a new technological paradigm. The authors substantiate the determining influence of the innovation potential in Russia's GDP growth against the background of the insolvency of other factors – labor, capital – in giving a powerful impetus to economic growth and development. The paper presents the results of comparative analysis of labor productivity in Russia and in the most economically developed countries. The authors conclude that Russia has the greatest growth potential in the field of scientific research and development. Prognostic values of GDP growth are analyzed in three scenarios – basic, optimistic, and ambitious. The study reveals the key success factors and possible barriers to the creation and development of innovations, providing convincing evidence of their influence on the companies' efficiency. Moreover, the paper provides an expanded understanding of the modern innovation tools and stresses the critical importance of their correct choice in solving strategic tasks of the company's innovative development. The authors analyze the role of strategic target-setting in the scale and speed of innovative development of Russian industry. They stress the urgency of Russia's transition to a new technological paradigm, requiring innovative and technological renewal of the entire economic landscape, making the economy truly innovative.

Abstract: This research paper examines the control function and its importance in the processes of formation and development of human capital to ensure the innovative development of a region using the example of the Republic of Tatarstan. The authors have examined the main control mechanisms in the field of human capital training, as well as in the high-tech and innovative sectors of the economy of the Republic of Tatarstan, and they offer their own recommendations for its improvement. To conduct the study, statistical methods were used to collect and analyze data in order to identify the weaknesses and strengths in the system of monitoring the development of human capital. Based on the study, a model of innovative development of the Republic of Tatarstan, supplemented with control elements, was proposed in terms of providing it with human capital. The practical significance of the results obtained is to supplement the theoretical provisions of the control function in the system of state and regional management in the interests of innovative development.
