Abstract: R ARELY has the arbitration of a commercial dispute attracted )Vas much world-wide attention as has the case of the Israeli company Jordan Investments Ltd against the Soviet export-import combine Soiuznefteksport, decided in Moscow in I958 by the Foreign Trade Arbitration Commission of the USSR Chamber of Commerce The intense interest generated by this case, both during the course of its I3 hearings and after the award was rendered,' has been due in part to its connection with the strained political relations between the Soviet Union and Israel, in part to its bearing upon the reputation of the Soviet Foreign Trade Arbitration Commission, and in part to the complexity and importance of the legal issues involved Although the present commentary is devoted primarily to the legal aspects of the case, these are so closely interwoven with its political aspects and with the question of the independence of the tribunal that some discussion of those matters cannot be avoided The facts of the case, briefly stated, are as follows In I954,
