Abstract: State promotion of export-oriented development in China through a system of special development zones contributed to both rapid economic growth and indiscriminate reproduction of special zones. Land use transformations have resulted in significant losses of arable land, and new state policies to conserve land and control land use through the revised Land Administration Law. Critical comparison of industrial development in the special zone phenomenon and the evolving land use disposition system demonstrates contradictory domestic political and economic policies of land development, land management, and land conservation. Abstract: China's economic success under an authoritarian political system in the past 30 years has raised a question about whether the China model will replace the Western model of modernization. This paper seeks answers to this question by exploring to what extent China offers a distinctive model of economic and political development and whether the China model represents a successful co-existence of a free market and an authoritarian state in order to maintain economic growth and political stability, as well as discussing what the appeals and limitations of the China model are.

Abstract: The widely touted concept of the ‘Beijing Consensus’ (BC) suggests that China's economic success violates conventional theories of development and offers developing countries an alternative vision to the Washington Consensus (WC). Although ambitious, the original conception of the BC is not up to the task of being a worthwhile competitor to the alternative model from which its name was coined, not because of the WC's apparent worthiness, but rather because the BC is a misguided and inaccurate summary of China's actual reform experience. It not only gets the empirical facts wrong about China, it also disregards the similarities and differences China's experience shares with other countries, and it distorts China's place in international politics. Abstract: This article assesses the preliminary impact of the Internet on civil society development in China. Based on survey data and in-depth case studies, three areas of impact are identified and analysed. First, with respect to China's public sphere, the social uses of the Internet have fostered public debate and problem articulation. The Internet has demonstrated the potential to play a supervisory role in Chinese politics. Second, the Internet has shaped social organizations by expanding old principles of association, facilitating the activities of existing organizations and creating a new associational form, the virtual community. Finally, the Internet has introduced new elements into the dynamics of protest. The article concludes after discussing the conditions and obstacles that influence the social uses of the Internet in China, cautioning against an overoptimistic view of the role of the Internet in civil society development while stressing the importance of the Internet as a new social phenomenon in China.
