In the United States, however, there has been an increasing effort to aid and protect the consumer against deceptive practices. This article represents the second in a series designed to acquaint pharmacists with recent consumer protection legislation enacted by Congress. TL;DR: One of the most vexing issues confronting the profession of pharmacy in the United States today is related to the utilization of nonpharmacists to assist the licensed practitioner in carrying out his pharmaceutical duties.
Abstract: One of the most vexing issues confronting the profession of pharmacy in the United States today is related to the utilization of nonpharmacists to assist the licensed practitioner in carrying out his pharmaceutical duties. The nonpharmacist has acquired a number of titles including assistant, aide, technician or auxiliary. Whether or not these subprofessional personnel are needed, and if so, in what number and under what kind of academic training, are questions yet to be resolved in the United States. Yet in other nations such subprofessionals do exist. They function within the profession of pharmacy and are trained under diverse curricula.

Abstract: Public Law 89–749 presents a challenge and a responsibility to all health professions. In passing this law, Congress said in part “that fulfillment of our national purpose depends on promoting and assuring the highest level of health attainable for every person, in an environment which contributes positively to healthful individual and family living” and also “that attainment of this goal depends on an effective partnership, involving close intergovernmental collaboration, official and voluntary efforts, and participation of individuals and organizations, but without interference with existing patterns of private professional practice of medicine, dentistry and related healing arts.”
