Abstract: Support vector machines(SVM) is more and more applied in the various fields in recent years.Selection of kernel function is a pivotal factor which decides performance of SVM.The RBF kernel function is most widely used in SVM.There are two parameters in this function: the penalty parameter C and the kernel parameterγ.The optimization parameters(C,γ) will make the SVM have the best performance.Firstly,the E=l(sv)n method is proposed to be used to assess the performance of SVM instead of using exhaust algorithm.This algorithm is of high speed and high accuracy.Then through analyzing the influence of the parameters C and γ to the performance of SVM,it is reduced to the problem that the optimization parameters should be selected in a small "good-area";Finally,through comparing the exhaust algorithm and the method mentioned in this paper separately,we could obtain that using C γ=C~(constant) to define the optimization parameters will get good performance of SVM.This method is of good practical use.

Abstract: An information management system is established in order to manage,calculate and analyze the data from the ocean wave observing records.In this system,wave energy resource of Shengshan sea area,Zhejiang Province,is evaluated in details.The practicality of wave energy power generating devices that the current national focus on are analyzed.The sea wave power typically ranges from 0.5 to 8.8kW/m with 2kW/m around 60% of frequency distribution.In this area,the wave energy power generation could be used as a form of energy supply.In addition,the current research emphases in the field of wave energy power generation are discussed to provide the reference for relevant study.

Abstract: Wave energy is one of most renewable resource contained in the oceanic energy.This kind of oceanic energy has allured the most attentions in the field of oceanic energy utilization.The exploitation and utilization technology in the field of wave energy has tended to mature.Now it is running into or near commercial exploitation level.The principle of power generation from wave energy and energy conversion systems are introduced in this paper.The development of wave energy conversion technologies and the main wave energy devices in the world are presented.A number of projects have been implemented successfully and they have improved the development of wave conversion technologies and enhanced their competitiveness in the global energy market.In this paper,the development target of wave energy research has been analyzed.It has been discussed that the utilization of wave energy is very important for the exploitation of oceanic resource in the littorals and the development of islands that are far away form the continent.

Abstract: The method of creating chaotic sequence using logistic mapping in non\|linear dynamics systems is introduced. A new method for digital image scrambling transformation, namely Magic Cube Transformation, is proposed. An image encrypting and decrypting algorithm based on Magic Cube Transformation is designed. Firstly, a natural chaotic sequence is created with logistic mapping. The image matrix is transformed with this chaotic sequence, using the Magic Cube Transformation. Then an encrypted image is obtained. The reverse process of encryption is the decrypting algorithm. The experimental results indicate the efficiency of the method.
