Abstract: an alternative, &dquo;coproduction&dquo; model. Based upon the concept of coproduction as developed by Whitaker, Rich and others,’ the alternative suggested here would emphasize the conjoint responsibility of lay citizens and professional government agents for the delivery of public services. Abstract: The popular control of bureaucratic action is one of the most crucial elements of our democratic political system. However, legislative oversight,l the primary mechanism for controlling administration, has historically been the &dquo;neglected stepchild&dquo; of the legislative process (Rosenthal, 1974). Recent trends indicate, though, that the incidence of oversight at the state level is changing (Crane, 1977). During the past few years, numerous state legislatures have adopted structural innovations for &dquo;reviewing and analyzing the activities of government and overseeing the performance of the executive branch in program administration&dquo; (Book of the States: 1978-79:1).

Abstract: to budgetary theory. It looms especially important because while the public administration literature contains a great deal of descriptive writing about budgetary practices and processes, it contains very little testable empirical theory. Both teachers and practitioners of public budgeting need general constructs that will help them make sense of the wide variety of practices, procedures, techniques, reforms and innovations that characterize both the literature and the practice of budgeting. Schick’s idea of &dquo;the functions of budgeting&dquo; has helped us in meeting this need for some fifteen years.
