Der vorliegende Sammelband beleuchtet das Verhaltnis von Organisation und Unsicherheit in theoretischen und empirischen Analysen. Im Zentrum steht dabei die Frage, wie Organisationen in der Gegenwart auf Unsicherheiten reagieren. Dabei interessieren wir uns sowohl fur Quellen von Unsicherheit, die aus der Organisationsumwelt resultieren, als auch fur organisationsintern erzeugte Unsicherheiten.

Sie alle thematisieren Gefahrdungen und Risiken des Lebens in und des Funktionierens von hochindustrialisierten, global vernetzten Gesellschaften.

Vulnerabilität und Resilienz: Zum Wandern von Ideen in der Umwelt- und Sicherheitsdiskussion

: Multinational operations under the direction of both the North Atlantic Treaty Organization (NATO) and the European Union (EU) have become the norm rather than the exception. In the light of an emerging partnership between these organizations, this paper analyzes the NATO Strategic Concept 2010 and assesses its consequences for the operational level of war and effective operational art in multinational operations. Because of changed fiscal realities in Europe there is a widening strategic military capability gap between the United States and European countries, and an increasing divergence between multinational ambitions and the reality of national military capability planning. The most significant outcomes for effective operational art in multinational operations are the following: first, the operational level of war needs to integrate civilian planning in campaign design, which requires an adaptation of NATO's command structure and its operational level doctrine; second, the study argues for an adaptation of existing NATO standardization agreement provisions for efficient operational logistics in multinational operations and enhanced tactical military training among European countries; and third, this will require a high effort in armament cooperation to make military equipment more interoperable. In this field, the European Defense Agency has great potential to become a key actor.

Operational Implications of the NATO Strategic Concept 2010 for European Countries in NATO and the EU

This chapter analyzes the evolution and theoretical changes of the fundamental sociological concepts of disaster, such as crisis, disaster, vulnerability, and risk. Crisis is considered within the social and cultural frameworks of our contemporary societies as are their characteristics of urgency, disruption, and complexity. Crisis shows the change of individual and social habits when people and communities are stricken by natural stress agents or those related to human activities.

Sociological Questions of Crises and Disasters in Our Contemporary Society

Chapter 3 presents the definition of the concept of resilience and its evolution during the past few decades. Resilience is a context-sensitive concept, and for this reason its definition is related to the conceptual, cultural, and operative framework of application. Different types of resilience have been identified: ecological, environmental, institutional, infrastructural, organizational, economic, social, community, familial, and individual. Specifically, professional resilience was proposed for civil protection volunteers. In general, even if the type of resilience differs depending on the context of presentation, resilience has been defined as the capacity, ability, or competence to cope with stress, a crisis, or a disaster and bounce back to the preexisting conditions of life.
