TL;DR: The institutional and legal aspects of international humanitarian activities interact and are mutually complementary as mentioned in this paper, as illustrated in the approach and provisions of the traditional bodies of humanitarian law: the Geneva Conventions and Additional Protocols, which are closely associated with the Red Cross; and refugee law, including the statutory and non-statutory competences of the Office of the UN High Commissioner for Refugees.
