Moving Pollution Trading from Air to Water: Potential, Problems, and Prognosis
TLDR
Water pollution permit trading has been comprehensively described and analyzed in the peer-reviewed literature as discussed by the authors, including active programs and completed or otherwise inactive programs, including approximately three dozen initiatives.Abstract:
This paper seeks to assess the current status of water quality trading and to identify possible problems and solutions. Water pollution permit trading programs have rarely been comprehensively described and analyzed in the peer-reviewed literature. Including active programs and completed or otherwise inactive programs, we identify approximately three dozen initiatives. We describe six criteria for successful pollution trading programs and consider how these apply to standard water quality problems, as compared to air quality. We then highlight some important issues to be resolved if current water quality trading programs are to function as the "leading edge" of a new frontier in cost-effective pollution permit trading in the United States.read more

Incentive-Based Policy Design for Pollution Control and Biodiversity Conservation: A Review

Policy Instruments for Water Quality Protection
TL;DR: In this paper, a review of the literature in this area indicates that practical approaches will necessarily be second best but that careful instrument design and coordinated control across all sources can enhance the effectiveness and efficiency of water pollution control.

Nutrient Pollution: A Wicked Challenge for Economic Instruments
TL;DR: In this article, the authors draw on a diverse interdisciplinary literature to identify challenges for implementing efficient solutions using economic instruments, but also describe why economic research and concern for economic efficiency are of crucial importance to the selection of instruments to address the problem, and propose a general equilibrium economic geography paradigm for research on instrument design and choice.

Reversing Property Rights: Practice-Based Approaches for Controlling Agricultural Nonpoint-source Water Pollution When Emissions Aggregate Nonlinearly
TL;DR: In this paper, the authors suggest that good approximations to physical relationships can be constructed so that even in the presence of unobservable field emissions and nonlinear fate and transport relationships, standard economic tools of command-and-control requirements, performance standards, and trading can be implemented.

Uncertainty and incentives for nonpoint pollution control
TL;DR: In this paper, a general incentive scheme for controlling nonpoint pollution is described, in which rewards for environmental quality above a given standard are combined with penalties for substandard quality, and the mechanism is discussed in the context of both a single suspected polluter and multiple suspected polluters.
