About the Speaker Former California Assemblyman and attorney Charles R. lmbrecht was appointed in 1983 by Governor George Deukmejian as Chairman of the California Energy Commission and was reappointed and unanimously reconfirmed in January 1988. Governor Pete Wilson reappointed him as Energy Commission Chairman for a 2-year term in February 1991, his fifth consecutive term as Chairman. He also serves as the Governor’s principal advisor on energy affairs. Imbrecht has served as Co-chairman of the United States Alternative Fuels Council of the U.S. Department of Energy; a member ofthe National Advisory Council on the 1990 Federal Clean Air Act established by the U.S. Environmental Protect ion Agency; State Liaison Officer to the Nuclear Regulatory Commission; a member of the National Research Council‘s Energy Engineering Board; a member and past Chairman of the 16-state Western Interstate Energy Board; a member on the Board of Directors of the American Energy Assurance Council; a board member of the California Alternative Energy Source Financing Authority; a member of the Board of Directors of the National Association of State Energy Officials; a member of the Electric Power Research Institute‘s (EPRI) National Advisory Council; and a member of the Governor’s Council on Growth Management. lmbrecht holds his BAfrom Occidental College in Political Science and is a graduate of Loyola University Law School. When he was elected in 1976 at the age of 27, he was the youngest member of the California Assembly, and his legislative career included several major caucus and committee leadership positions.

Decentralized control of interconnected electric power systems in competitive markets

TL;DR: In this article, a state space decomposition method is applied to the model of an interconnected system and it is shown that, regardless of the number and location of the tie lines and implemented control schemes, the frequency and phase of each area are in the controllable subspaces of all areas in the interconnection.
