PROBLEM TO BE SOLVED: To provide a security device, a monitoring system, and a security state switching method capable of switching security states, depending on the use/non-use of a room, without performing complicated operation. SOLUTION: In the security device for detecting abnormality for each of a plurality of security areas, an electricity meter part 101 measures electricity used every security area. An absence determining part 104 determines whether there is a person in the security area by comparing the measured electricity with a predetermined absence determining electricity. A security state switch part 106 switches the security state of the security, area from a security cancelation mode in which an alarm is not transmitted to a monitoring center, when abnormality is detected to an attention-calling mode, in which it is notified that abnormality is detected in the security area, when abnormality is detected.
