TL;DR: A hierarchical regional system may be defined as a regional international system composed of a single great power and a number of relatively small states as mentioned in this paper, and the conditions under which member states, including both the great-power regional hegemon and the relatively small powers, seek to influence the salience that boundaries have for such a system.

The transformation of the modern multistate system: the exhaustion of Communist alternatives:

TL;DR: One major research task, it is generally agreed, t o which international relations specialists should address themselves is the analysis of plausible alternatives t o the modern state system (Fox and Fox, 1961, Iloffmann, 1959; Deutsch and Singer, 1969; Rosecrance, 1969, Young, 1969).
