PROBLEM TO BE SOLVED: To obtain an image downloading system or the like which can satisfy various requests from users so as to correspond to mage collection/distribution operation and a service form, which can increase the effect of an image downloading operation and which can perform the downloading operation efficiently without a need of a change or the like in the system. SOLUTION: When a request about at least an image content and an image conversion is transmitted to a user-oriented content processing part 4 from an image display device 5, the part 4 selects a prescribed image conversion server from a plurality of image conversion downloading servers 3A, and a control program which corresponds to the server is downloaded to the device 5. On the basis of the program downloaded to the device 5, each server 3A performs the prescribed conversion of an image so as to be transmitted to the device 5, and the device 5 receives the image from each server 3A.
