This bibliography which has been compiled in an effort to assist with the revision and extension of intra-urban location theory (in order to explain and predict how decision making by different persons and groups affects change in intra-urban land use), focuses on the generation and resolution of conflicts over urban land in the vicinity of new transportation facilities. Attention is concentrated on new airports on rural-urban fringes, and the conflicts generated between politicians, citizens and business groups, and land planners. The bibliography is primarily concerned with small scale studies of how political decision processes might result in transformation of land from one use to another. The section on urban political decision processes identifies three specific kinds of processes: those involving voters and politicians, citizens, and civil servants. Most of the pertinent literature in the section on the influence of transportation investment on decisionmaking and urban growth, is concerned with highways.

The enormous expansion in the number of aviation passengers and vast technological development in aircraft design necessitate analysis of those factors involved in airport planning. Investment decisions on airport development are difficult. Modeling the access and air transport system involves appropriately linking many submodels of each activity. Optimum size and location are important elements in the investment decision and are determined by such things as passenger demand, available manpower, air and land space, access facilities, and route utility. This view of airports and air transport as an ever-widening circle on interacting consequences is compounded by the need for compatibility of airport and airplane schedules. In addition, the upgrading of one airport on a route usually means that all other airports on that route should be considered for upgrading. Historically, all large airport projects and some smaller ones have been mooted years before they are economically desirable and, therefore, optimum development of airports has not occurred.
