By using the method of value engineering, the selection of ERP software is analysed in the two aspects of function and cost. Then the criterion to evaluate ERP software is indicated. According to the thought of value engineering, a general method to select ERP software and its modules is also proposed.

This paper put forward the principal and index of ERP. After the analysis of present ERP selection method and the character of ERP selection, the cone-ratio C2WH model, which preference cone is constructed with AHP method, is valid in ERP selection. Numerical example shows the effectiveness of such model used in ERP selection.
