PROBLEM TO BE SOLVED: To provide a video storage system, a video storage device, and a program.SOLUTION: A video storage system comprises: a video analysis part for detecting a monitoring target event that becomes a monitoring target, from a captured video image and analyzing a situation relating to the monitoring target event; an importance degree identification part for generating importance degree information by identifying an importance degree for each region in the captured video image based on a result of the analysis by the video analysis part; a video recording part for recording first video recording information in which the importance degree information and the captured video image are made correspondent; a video compression part by which, in the case where a video recording situation of the video recording part meets a predetermined condition, for each of the regions in the captured video image included in the first video recording information, video compression is performed with compressibility based on the importance degree information; and a recorded video updating part which causes the video recording part to record second video recording information based on the video compression in place of the first video recording information.SELECTED DRAWING: Figure 1
