Abstract: The role of the rural school in developing countries is both described and analyzed as a mediating agency for culture change. Three propositions are put forward to specify how this mediation takes place, and they are substantiated through a case study approach. This research was conducted among the Iban, a rural agrarian-based group in Sarawak, Malaysia, who have recently been caught up in the development process.This paper attempts to show how the interaction of different sets of values and perceptions among administrators, teachers, parents, and students influence the translation of educational policy into practice. It is argued that teachers and local community members influence the transmission of this curriculum so that classroom instruction differs significantly from curricular intentions; that conflicts between the enculturation process and classroom practices frustrate the learning of some students; and that parental responsiveness to innovations is related to student learning in school.
