Abstract: The recent developments in health promotion and health education have attracted a number of critics who questioned the political and ethical aspects of these developments. This paper lists some of the criticisms and attempts to provide an answer which would justify the continuation of health promotion and health education as a part of the NHS. The main argument proposed is reflected in the title of the paper and states that the conception of health promotion and health education according to the Ottawa Charter does not justify the (criticism, although some of the actors could be criticised for the way they implement it in practice.
