Abstract: PURPOSE:To save the memory capacity at a decoding circuit, by adding information indicating the priority displayed at the decoding circuit to information of a picture component in decoding and discriminating the information at the decoding circuit so as to encode efficiently a color picture CONSTITUTION:A color picture encoding circuit 21 is provided with a character encoding circuit 22 and a color run length encoding circuit 23, and a data having the priority is inputted to the circuits 22, 23 together with the picture data The data is divided into two components; character and graph, at the circuits 22, 23, they are converted into codes added with the priority information and applied to a code discriminating circuit 25 of a color picture decoding circuit 24 The codes are divided into a character code and a color run length code at the circuit 25 and they are added respectively to a character coding/decoding circuit 26 and a color run length coding/decoding circuit 27, the priority information of the decoded data at the circuits 26, 27 is discriminated at a priority discriminating circuit 31, the picture data is written in a memory 32 according to the result of discrimination to encode efficiently the color picture
