Abstract: lin both the economic and political science literature and in the operations of local governments, it has been recognized that provision of a public good or service to a community does not necessarily imply that the community should be the producing agent. The essential function of the political unit is to determine citizen demands and to collect the taxes to pay for the service. The elected officials may choose to contract with another governmental unit or private firm to supply the service to the community. The benefits that may be realized by a community from contracting instead of producing the service itself are lower costs of supply and an output level that better reflects the tastes and preferences of the community. The a priori rationale for these expectations is presented elsewhere (Ostrom et al., 1961; Warren, 1964; Tullock, 1970, 1969: 21; Bish, 1971: 53-58).
