Abstract: To respond appropriately to the needs of affected individuals and communities, disaster medicine may require communication, coordination, cooperation, and collaboration with an array of medical and nonmedical entities. Efficacy in these endeavors requires leadership skills beyond clinical excellence. This paper presents the meta-leadership framework and practice method to address this requirement. Three dimensions make up the meta-leadership model: the person, the situation, and connectivity. These address the need for leader cognitive and emotional grounding, accurate situational awareness and insight, and robust formal and informal connections across the response enterprise, respectively. The scholarly foundation for each dimension is explored along with tools and techniques for effective practice. As role models, leaders integrate the dimensions in practice to create the conditions for “swarm” leadership that fosters unity of effort and action, clarity of roles and responsibilities, generosity across inter- and intraorganizational boundaries, and prosocial attitudes and behaviors.
