Abstract: One of the bits of conventional wisdom common in American political science has been the view that party platforms are meaningless, or all but. Considering the great amount of legislation passed by any Congress, and especially by the liberal Congresses associated with the New Freedom, the New Deal, the Fair Deal, and the Great Society, it is surprising that little has been done to prove or disprove this view. In this study of the piecemeal growth of our present social security system, Professor Bradley indicates that-at least in this one area-party platforms have meant something, and that parties have not only attempted to achieve, but have to a large extent succeeded in achieving, their platform goals. It would be interesting to see whether the same would be found true of other policies: a question which awaits further studies.
