Two decades after its original publication, The Analysis of Household Surveys is reissued with a new preface by its author, Sir Angus Deaton, recipient of the 2015 Nobel Prize in Economic Sciences. This classic work remains relevant to anyone with a serious interest in using household survey data to shed light on policy issues. This book reviews the analysis of household survey data, including the construction of household surveys, the econometric tools useful for such analysis, and a range of problems in development policy for which this survey analysis can be applied. The author's approach remains close to the data, using transparent econometric and graphical techniques to present data in a way that can clearly inform policy and academic debates. Chapter 1 describes the features of survey design that need to be understood in order to undertake appropriate analysis. Chapter 2 discusses the general econometric and statistical issues that arise when using survey data for estimation and inference. Chapter 3 covers the use of survey data to measure welfare, poverty, and distribution. Chapter 4 focuses on the use of household budget data to explore patterns of household demand. Chapter 5 discusses price reform, its effects on equity and efficiency, and how to measure them. Chapter 6 addresses the role of household consumption and saving in economic development. The book includes an appendix providing code and programs using STATA, which can serve as a template for the users' own analysis.

The analysis of household surveys

A decomposable inequality measure is defined as a measure such that the total inequality of a population can be broken down into a weighted average of the inequality existing within subgroups of the population and the inequality existing between them. Thus, decomposable measures differ only by the weights given to the inequality within the subgroups of the population. It is proven that the only zero-homogeneous "income-weighted" decomposable measure is Theil's coefficient (T) and that the only zero-homogeneous "population-weighted" decomposable measure is the logarithm of the arithmetic mean over the geometric mean (L). More generally, it is proved that T and L are the only decomposable inequality measures such that the weight of the "within-components" in the total inequality of a partitioned population sum to a constant. The generalized theory of distortions and welfare

The 1999 Annual World Bank Conference on Development Economics, the eleventh anniversary, was held at the Bank on April 28-30, 1999. The discussions focused on three trends of development: 1) the emerging international financial architecture; 2) challenges to social development; and 3) lessons from a decade of transition. Twelve papers were presented on a variety of topics including corporate governance, short-term capital flows, and the relationships between crime, violence, and inequitable development. The keynote addresses by Noble Laureate Kenneth Arrow, Secretary of the US Treasury Lawrence Summers, and Joseph E. Stiglitz, senior vice president, Development Economics and chief economist at the World Bank and former chair of the US Council of Economic Advisors, broach many of the topics that were central to the conference. They examine technological knowledge and innovation and global integration and look back at the arduous process of transition in the former Soviet Union.

The two postwar decades have resolved definitively the capacity of developing nations to expand at rates in excess of 2 percent per capita. Yet it has become increasingly apparent that such a yardstick is an inadequate measure of performance. Here I examine another and more neglected dimension of development, the distribution of income. My objectives are fourfold: to describe briefly the procedures used to derive an estimated income distribution for Brazil for 1960;1 to discuss the profile of poverty as it presents itself in a developing country; to indicate the factors operating to produce skewness in the Brazilian distribution; and to assess, in light of these and governmental policy measures in the 1960's, the apparent changes between 1960 and 1970.

Brazilian Size Distribution of Income

Brazil is now the eighth largest market economy in the world. Its 1979 per capita income of over $1,500 in current dollars, its sophisticated industrial structure, and its recent dynamism combine to give it a prominent place among the advanced developing countries. Not surprisingly, recent Brazilian experience has been an important subject for the analysis of economic development, not all of it uncritical. Such a focus on the Brazilian "miracle" and its aftermath is too limited. Brazilian growth and industrialization have a long history as do the regional and personal income inequalities that today increasingly command attention. Understanding the origins of Brazilian growth in the nineteenth-century export economy and the subsequent patterns of import substitution will not yield better rules for short-term debt management or monetary policy. But the longer perspective makes clear that sustained economic development requires more than following the dictates of the international market and getting prices right.
