The observation of electromagnetic radiation from radio to $\gamma$-ray wavelengths has provided a wealth of information about the universe. However, at PeV (10$^{15}$ eV) energies and above, most of the universe is impenetrable to photons. New messengers, namely cosmic neutrinos, are needed to explore the most extreme environments of the universe where black holes, neutron stars, and stellar explosions transform gravitational energy into non-thermal cosmic rays. The discovery of cosmic neutrinos with IceCube has opened this new window on the universe. In this white paper, we present an overview of a next-generation instrument, IceCube-Gen2, which will sharpen our understanding of the processes and environments that govern the universe at the highest energies. IceCube-Gen2 is designed to: 1) Resolve the high-energy neutrino sky from TeV to EeV energies; 2) Investigate cosmic particle acceleration through multi-messenger observations; 3) Reveal the sources and propagation of the highest energy particles in the universe; 4) Probe fundamental physics with high-energy neutrinos. IceCube-Gen2 will increase the annual rate of observed cosmic neutrinos by a factor of ten compared to IceCube, and will be able to detect sources five times fainter than its predecessor. Furthermore, through the addition of a radio array, IceCube-Gen2 will extend the energy range by several orders of magnitude compared to IceCube. Construction will take 8 years and cost about \$350M. The goal is to have IceCube-Gen2 fully operational by 2033. IceCube-Gen2 will play an essential role in shaping the new era of multi-messenger astronomy, fundamentally advancing our knowledge of the high-energy universe. This challenging mission can be fully addressed only in concert with the new survey instruments across the electromagnetic spectrum and gravitational wave detectors which will be available in the coming years.

Yet, ultimately, its sensitivity is too limited to detect even the brightest neutrino sources with high significance, or to detect populations of less luminous sources. More than a dozen papers analyzing the COBE data have now appeared. We review the different techniques and compare them to a ``brute force" likelihood analysis where we invert the full 4038 x 4038 Galaxy-cut pixel covariance matrix. This method is optimal in the sense of producing minimal error bars, and is a useful reference point for comparing other analysis techniques. Our maximum-likelihood estimate of the spectral index and normalization are n=1.15 (0.95) and Q=18.2 (21.3) micro-Kelvin including (excluding) the quadrupole. Marginalizing over the normalization C_9, we obtain n=1.10 +/- 0.29 (n=0.90 +/- 0.32). When we compare these results with those of the various techniques that involve a linear ``compression'' of the data, we find that the latter are all consistent with the brute-force analysis and have error bars that are nearly as small as the minimal error bars. We therefore conclude that the data compressions involved in these techniques do indeed retain most of the useful cosmological information.

A brute force analysis of the COBE DMR data

Dark matter capture and annihilation in the Sun can produce detectable high-energy neutrinos, providing a probe of the dark matter-proton scattering cross section. We consider the case when annihilation proceeds via long-lived dark mediators, which allows gamma rays to escape the Sun and reduces the attenuation of neutrinos. For gamma rays, there are exciting new opportunities, due to detailed measurements of GeV solar gamma rays with Fermi, and unprecedented sensitivities in the TeV range with HAWC and LHAASO. For neutrinos, the enhanced flux, particularly at higher energies ($\sim$TeV), allows a more sensitive dark matter search with IceCube and KM3NeT. We show that these search channels can be extremely powerful, potentially improving sensitivity to the dark matter spin-dependent scattering cross section by several orders of magnitude relative to present searches for high-energy solar neutrinos, as well as direct detection experiments.

Powerful solar signatures of long-lived dark mediators

The 79-string IceCube search for dark matter in the Sun public data is used to test Secluded Dark Matter models. No significant excess over background is observed and constraints on the parameters of the models are derived. Moreover, the search is also used to constrain the dark photon model in the region of the parameter space with dark photon masses between 0.22 and ~ 1 GeV and a kinetic mixing parameter e ~ 10−9, which remains unconstrained. These are the first constraints of dark photons from neutrino telescopes. It is expected that neutrino telescopes will be efficient tools to test dark photons by means of different searches in the Sun, Earth and Galactic Center, which could complement constraints from direct detection, accelerators, astrophysics and indirect detection with other messengers, such as gamma rays or antiparticles.

A study of radial conformal Killing fields (RCKF) in Minkowski space–time is carried out, which leads to their classification into three disjointed classes. Their integral curves are straight or hyperbolic lines admitting orthogonal surfaces of constant curvature, whose sign is related to the causal character of the field. Otherwise, the kinematic properties of the timelike RCKF are given and their applications in kinematic cosmology is discussed.

Radial conformal motions in Minkowski space–time

A Painleve–Gullstrand synchronization is a slicing of the spacetime by a family of flat space-like 3-surfaces. For spherically symmetric spacetimes, we show that a Painleve–Gullstrand synchronization only exists in the region where (dr)2 ≤ 1, r being the curvature radius of the isometry group orbits (2-spheres). This condition states that the Misner–Sharp gravitational energy of these 2-spheres is not negative and has an intrinsic meaning in terms of the norm of the mean extrinsic curvature vector. It also provides an algebraic inequality involving the Weyl curvature scalar and the Ricci eigenvalues. We prove that the energy and momentum densities associated with the Weinberg complex of a Painleve–Gullstrand slice vanish in these curvature coordinates, and we give a new interpretation of these slices by using semi-metric Newtonian connections. It is also outlined that, by solving the vacuum Einstein's equations in a coordinate system adapted to a Painleve–Gullstrand synchronization, the Schwarzschild solution is directly obtained in a whole coordinate domain that includes the horizon and both its interior and exterior regions.
