Activity generated around smart energy transitions risks undermining a basic spatial planning principle: create better places for inhabitants. The possibilities unleashed by digitalisation have enigmatic force. Stepping back from this techno-centrism, this article asks: where are the people in these visions? How can energy sector digitalisation become people-centric and inclusive? It employs a multi-scalar approach to examine social inclusion in case studies of two smart energy transitions: electricity sector digitalisation in Lisbon, and mobility sector digitalisation in Bergen. This reveals how planning and implementing sustainability transitions can exacerbate existing inequalities, but equally offers opportunities to enable inclusive smart energy transitions.

Structuring the problem of an inclusive and sustainable energy transition – A pilot study

Abstract The imperative of decarbonisation represents a great challenge for the tourist accommodation sector. This article examines the adoption of renewable energy innovations in the tourist accommodation sector of Portugal. The analysis focuses on one of the most known tourist accommodation products in the Portuguese countryside: Tourism in Rural Areas (TER). Drawing from two complementary e-mail-based surveys conducted with TER owners/managers, the results of the study show that there is a substantial gap between their positive perceptions of renewables and levels of renewable energy innovations adoption. The reasons pinpointed relate to unfavourable market factors and to institutional, legal, regulatory, or administrative hurdles. In addition, except for geographical location, the characteristics of the units and respondents had no significant influence on adoption.

Sustainable development goal interactions for a just transition: multi-scalar solar energy rollout in Portugal

Urban planners half-jokingly say that the most powerful urban planners in Bergen are its seven mountains. This city on Norway’s western coast boasts high electric vehicle adoption and is building out car-free zones in central and suburban areas to achieve ambitious low-carbon mobility targets by 2030. Yet, these measures require urban interventions that are accompanied by a political backlash, most prominently through resistance to tolls. Urban planners face a dual challenge: to rapidly decarbonise mobility and legitimate these measures to diverse, unequivocal publics. Whereas plans prioritise public and non-motorised mobility solutions, the most organised stakeholders are car users. This study draws on small-scale surveys with both public transport users and car drivers. Survey results capture imaginaries among diverse publics. How do these publics engage with Bergen’s mobility transition? Ethnographic insights complement these results, including expert interviews with diverse stakeholders and focus groups with transport users. On this basis, the chapter argues that while partly conditioned by urban geography, Bergen’s mobility transition is mainly influenced by divergent socio-technical imaginaries of mobility among its commuting publics. Planners must explicitly address these mobility transition politics. They must change the embodied routines of transition planning and implementation to cohere around enabling socially inclusive mobility futures.

 The growing attention to the political goal of achieving net-zero emissions by mid-century reflects past failures to alter the trajectory of GHG emissions. As a consequence the world now needs to decarbonize all economic sectors at unprecedented pace. This commentary discusses how the net-zero challenge presents transition scholarship with four enhanced research challenges that merit more attention: 1) the speed, 2) breadth, and 3) depth of transitions as well as 4) tensions and interactions between these.
