Questions about norm diffusion in world politics are not simply about whether and how ideas matter, but also which and whose ideas matter. Constructivist scholarship on norms tends to focus on “hard” cases of moral transformation in which “good” global norms prevail over the “bad” local beliefs and practices. But many local beliefs are themselves part of a legitimate normative order, which conditions the acceptance of foreign norms. Going beyond an existential notion of congruence, this article proposes a dynamic explanation of norm diffusion that describes how local agents reconstruct foreign norms to ensure the norms fit with the agents' cognitive priors and identities. Congruence building thus becomes key to acceptance. Localization, not wholesale acceptance or rejection, settles most cases of normative contestation. How Ideas Spread: Whose Norms Matter? Norm Localization and Institutional Change in Asian Regionalism

The proliferation of regional economic agreements involving East Asian economies in the years since the financial crises is usually explained in the political economy literature by reference to economic factors. These agreements have been viewed either as a response to the costs of increasing interdependence and/or to the demand by domestic exporters to level the playing field when their rivals benefit from preferential trade agreements. A detailed examination of economic data finds no support, however, for the argument that intra-regional economic interdependence in East Asia has increased significantly since the financial crises. Case studies suggest that business has not played a major role in either promoting or opposing the agreements – not surprisingly in that the agreements are unlikely to have a major economic impact, and are not being widely used. The ‘new East Asian regionalism’: A political domino effect

We exploit Japan’s sudden and complete opening up to international trade in the 1860s to test the empirical validity of one of the oldest and most fundamental propositions in economics: the theory of comparative advantage. Historical evidence supports the assertion that the characteristics of the Japanese economy at the time were compatible with the key assumptions of the neoclassical trade model. Using detailed product‐specific data on autarky prices and trade flows, we find that the autarky price value of Japan’s trade is negative for each year of the period 1868–75. This confirms the prediction of the theory.

A Direct Test of the Theory of Comparative Advantage: The Case of Japan

A long-standing debate has taken place in the organizational sociology and social network literatures about the relative advantages of network closure versus structural holes in the generation of social capital. There is recent evidence that these advantages differ across cultures and between East Asia and the West in particular, but existing network models are unable to explain why or address cultural variation in general. This paper seeks to provide a solution by integrating a culture-embedded rational model of action into the social network model of structure, using this not only to re-examine the closure versus structural hole debate, but also to tie it to the literature on Confucian capitalism and the ‘East Asian Model’ of the firm. We argue that this integrated approach allows us to systematically analyse the relationship between culture and behaviour in networks and, more specifically, to explain why closure has been a more powerful source of productivity in East Asia than the West.
