Road Map for National Security: Imperative for Change

The Fukushima nuclear accident of 11 March 2011 was a turning point for Japan’s nuclear energy and overall energy policy . The biggest impact was the loss of public trust, not only in relation to nuclear safety, but also overall energy policy. More than five years after the catastrophe, this is still the case and more than 80 per cent of the public want to phase out nuclear power eventually. In short, the effects of the accident are not over yet . on 11 April 2014, the Japanese government adopted a new national Strategic Energy Plan declaring its intention to reduce dependence on nuclear energy while considering it as one of the important base-load electricity sources. Regardless of the future of nuclear energy, there are five key policy issues that Japan needs to face: spent fuel management, plutonium stockpile management, radioactive waste disposal, human resources management, and restoring public trust. Learning from Fukushima: Nuclear power in East Asia

The article examines the attempt by some academics, think tanks, and policy advisers to discursively link the threat of contemporary maritime piracy with terrorism. While a linkage between certain threats such as the proliferation of weapons of mass destruction, failed states, or money laundering and terrorism has been successful, the effort to connect the notion of maritime piracy and terrorism has failed to reach the discourse of the media and political elite. The article will investigate the arguments made by the proposers of such a linkage and argue that this failure is not so much down to the “real world” absence of a connection between the phenomena, but is made difficult by the romanticized understandings of the “pirate” found embedded in popular cultural narratives and practices. The article will suggest that culturally embedded narratives of piracy found in books and films have greatly shaped our perceptions of contemporary piracy and ultimately influence and limit what we consider plausible in connection to it. In order to illustrate the points made the article will use the example of the piracy narrative in Germany.

The current Bush Administration considers ‘outlaw regimes’ and their terrorist clients acquiring weapons of mass destruction (WMD) the gravest danger to international security. Thus, arms control, proliferation and terrorism are inextricably linked. The administration also believes that arms control and non-proliferation, as traditionally practiced, do not provide effective tools for preventing WMD spread. As evidenced in Iraq, Washington subscribes to an interventionist policy of rolling back WMD programs it considers threatening. This article examines the logic that underpins US arms control and proliferation thinking and considers the implications of US policy for relations with other states deemed to be proliferation risks.
