La revolucion de la informacion basada en la informacion tiene como limite las fronteras del conocimiento. La informacion a diferencia de un bien material es inalienable, acumulativa y no produce los tipos de deterioro ambiental creados por la industria; por lo anterior, algunos especialistas, a la era de la informacion la denominan era Post-industrial. Si es necio pretender entender los procesos producidos por la revolucion industrial, con una mentalidad pastoril, mucho mas necio sera tratar de comprender la era informacional con una concepcion industrial. La nueva era implica formas y estructuras del pensamiento radicalmente diferentes, pues las profundas transformaciones sociales, tecnicas, politicas, economicas que conlleva, no conduciran necesariamente por si mismos a un mayor bienestar para la humanidad. En el presente articulo pretendo dar una vision general sobre este apasionante y delicado tema.

La era de la información

Family policy is not easily conceptualized or measured in comparative research. Previous approaches are highly diverse and have yielded mixed empirical results in terms of placing countries’ family policy profiles in the international landscape and mapping their trajectories. This article reviews the long-standing discussion of the familization and defamilization concepts popular in comparative research, derives a conceptual framework and provides an in-depth discussion of current empirical approaches. It tackles the lacking consensus on how familization and defamilization are measured, arguing that interventions in gender-specific and intergenerational dependencies are the key dimensions and that measurement at policy level is best suited to capture within- and cross-country variation in family policy. Using data on 21 European countries, the article proposes measures that acknowledge the different dimensions of familization and defamilization. The proposed indicators prove to be useful for mapping a range of European countries’ family policy constellations but are bound by data restrictions. Therefore, the article makes a strong claim for improving the availability of internationally comparable family policy data.

In this article we analyse the transitions and impacts of regional social inclusion policies in disadvantaged urban areas in Andalusia conducting a longitudinal study (1989-2018). To do this, we analysed the regulations that have specifically arisen on social inclusion, weighing them against the perceptions of actors who took part in designing and implementing these policies. The results of the analysis allow us to present effective practices and approaches in these neighbourhoods. We conclude that social inclusion policies have swung from welfare approaches and insertion models based on income-employment guarantee programmes. Both approaches reveal new limitations in today’s context of job destruction and precarity.

The impact of local inclusion policies on disadvantaged urban areas: perceptions in the case of Andalusia.

The problematisation of migration has intensified in Europe over the last decade, as the Financial Crisis of 2008 dealt a major blow to social welfare instruments. This context has reinforced the idea that immigrants would consume a disproportionate share of socio-economic resources available through social services, thus displacing the local population. This article examines the case of Spain, analysing the dynamics of accessing socioeconomic inclusion policies developed by public Social Services among immigrants and non-immigrants at risk of social exclusion, based on different secondary sources. The paper shows that is there no evidence that social services resources are being displaced for the socio-economic inclusion of the immigrant population.

Las politicas de inclusion social han sido analizadas desde muy diferentes perspectivas, pero en este articulo queremos presentar el analisis de las mismas desde el marco del Analisis del Discurso y la Lexicometria. Para ello nos hemos centrado en el discurso de dos de sus principales actores, aquellos que las disenan (politicos) y aquellos que las ejecutan (tecnicos), recogidos mediante entrevistas en profundidad y grupos focales que se hicieron en el trabajo de campo de un proyecto de investigacion mas amplio sobre la Politicas Sociales autonomicas en financiado por el por el Ministerio de Economia y Empresa (MIMECO) de Espana, en la convocatoria de proyectos de Investigacion+Desarrollo 2014-2017. Para el analisis del discurso desde parametros lexicos hemos utilizado el software Iramuteq, el cual, mediante un sistema de codificacion y de analisis multidimensional estadistico, nos permite profundizar y categorizar los mundos lexicos presentes en los discursos. En este caso, establecemos una comparativa entre los mundos lexicos de los politicos y de los tecnicos con respecto a las politicas de inclusion social en Andalucia. El resultado de la aplicacion de esta metodologia pone de manifiesto, en un primer momento, la oportunidad que ofrece la lexicometria como una primera forma de acercamiento a las representaciones sociales de los distintos actores, que posteriormente habran de ser analizados en mayor profundidad con otras metodologias cualitativas. En un segundo momento, ya centrado en el caso analizado, la investigacion nos muestra la presencia de dos discursos sobre las politicas de inclusion social en funcion del perfil del actor que lo enuncia, comprobandose en muchos casos, la distancia entre la percepcion teorica (politicos) y la percepcion pragmatica (tecnicos), asi como la necesidad de que ambos sean compartidos en aras de una mejora de la eficacia de las politicas de inclusion social.Social inclusion policies have been analyzed from very different perspectives, but in this article we want to present their analysis from the framework of Discourse Analysis and Lexicometry. To this end, we have focused on the discourse of two of its main actors, those who design them (politicians) and those who execute them (technicians), collected through in-depth interviews and focus groups that were done in the field work of a broader research project on autonomous Social Policies funded by MIMECO in the call for R&D projects (2014-2017). For the analysis of discourse from lexical parameters we have used the Iramuteq software, which, through a system of coding and statistical multidimensional analysis, allows us to deepen and categorize the lexical worlds present in the discourse. In this case, we establish a comparison between the lexical worlds of politicians and technicians with respect to social inclusion policies in Andalusia. The result of the application of this methodology shows, at first, the opportunity offered by lexicometry as a first way of approaching the social representations of the different actors, which will later have to be analysed in greater depth with other qualitative methodologies. In a second moment, already centred on the case analysed, the research shows us the presence of two discourses on social inclusion policies according to the profile of the actor who enunciates them, proving in many cases the distance between the theoretical (political) perception and the pragmatic (technical) perception, as well as the need for both to be shared in order to improve the effectiveness of social inclusion policies.

Las políticas de inclusión social en Andalucía desde la perspectiva discursiva y lexicométrica. Un análisis comparativo del discurso técnico-político

This chapter endeavors to develop an attempt at characterizing the social service system in Europe, serving three areas that we understand to be present in different system models but with different logics. The first has to do with the different denominations and ways of defining social services in each country. The second refers to the logic that legitimizes it, referring to its objects and purposes, as well as the type of needs and population groups that are targeted. The third area addresses issues of governance, the way it structures its devices and the relationships it establishes between the different levels of government and the main actors (the third sector, families, and the market). Having established this characterization (following this logic), we arrive at the Spanish case, trying to analyze its current model from legislative transformations that it has developed as well as trends and processes that the system has been generating as a result of the socioeconomic crisis, which have led to the modification of its profiles and demands. Finally, we take a rudimentary approach to the different challenges that we claim the Spanish Public System of Social Services must cope with in the current context.
