The discussion on energy efficiency has been increasing due to the increasing population, emissions of degradable and harmful pollutants, and clean energy substitutes are being developed in order to manage and control the energy requirements all over the world. Against this backdrop, the factors of technological innovation and environmental regulations have been determined as key indicators for the evaluation of sustainable developments and practices in the energy efficiency evaluation studies.,A two-stage analysis process has been configured for evaluation of the energy efficiency. The first stage includes the estimation of the Total factor energy efficiency scores using the data envelopment Multiplier input-oriented methodology, while the second stage includes the exploration of the impact of technological innovation and government environmental regulations on the Total factor energy efficiency scores obtained in the first step through the application of a spatial regression model.,This paper highlights the link between the need for and impact of energy efficiency innovations and shows that the energy efficiency goal can be fulfilled by incorporating laws on sustainability and incorporating strict regulations that allow for the use of clean energy, low carbon energy technologies.,The present study, furthermore, provides evidence from 15 countries, five from three different continents, i.e. Asia, Europe and Africa so that a cross-country performance of these factors can be evaluated. The main contribution of the present study is the evaluation of the technological innovation on energy efficiency. There have been studies evaluating various factors on the development of energy-efficient practices; however, the focus on the role of technological innovation and governmental regulations has been scarce.

Spatial spillover effects of technological innovation on total factor energy efficiency: taking government environment regulations into account for three continents

At present, the contradiction between economic development and resource and environmental sustainability has become increasingly acute in China. Improving the quality of the ecological environment has become an important strategic goal for China’s national economic and social development. In this paper, we used the panel data of 30 provinces in China from 1986 to 2016 to measure the eco-efficiency and its decomposition indexes based on a non-radial metafrontier Malmquist-Luenberger data envelopment analysis model. The results showed that the eco-efficiency grows at an annual rate of 0.7% on the whole, with the technical efficiency decreasing at an annual rate of 0.6%, the innovation effect increasing at an annual rate of 2.3%, and the technical leadership effect decreasing at an annual rate of 1%. In the sample study period, the cumulative growth rates of eco-efficiency change index, technical efficiency change index, innovation effect, and technical leadership effect were 20.4%, − 19.4%, 70.5%, and − 30.7%, respectively. It was also found that regional eco-efficiency decreased from east to west. Furthermore, convergence test results showed that there were four convergence clubs and three divergent individuals in terms of eco-efficiency. Areas with high eco-efficiency tended to converge with areas with high eco-efficiency and vice versa.

Measuring eco-efficiency and its convergence: empirical analysis from China

The related literature reveal that the papers on environmental pollution do not sufficiently analyse the cement production which is an important determinant of air pollution and health problems by using econometric methods. To fill this gap, this paper aims to examine the relationship between cement production, air pollution, mortality rate, and economic growth by employing MS Bayesian Vector Autoregressive (MScBVAR) and Markov Switching Bayesian Granger causality (MScBGC) approaches from 1960 to 2017 for China, Brazil, India, Turkey and the USA. MSIA(2)-BVAR(1) model for China, MSIAH(2)-BVAR(3) models for India, MSIAH(3)-BVAR(2) for Brazil, and MSIAH(3)-BVAR(1) for Turkey, and MSIAH(2)-BVAR(2) for the USA were selected. The MScBGC results revealed that the cement production is granger cause of mortality rate, air pollution, and economic growth in all regimes for China, India, Brazil, Turkey, and the USA.

Türkiye'de bugüne kadar, enerji verimliliğini arttırmak ve enerji tüketimini azaltmak için uygulanan temel araçlar çoğunlukla düzenleyici niteliktedir. Yine de kamu, özel ve üçüncü sektörlerce enerji verimliliği kapsamında yürütülen çeşitli girişimler bulunmaktadır. Bu tür gelişme programlarına ve stratejik girdilere uygun olarak, sağlık kurumları gibi yüksek enerji tüketimiyle tanınan kamu sektörü kuruluşları, potansiyel enerji kaynaklarının çeşitlendirilmesi ve yeniden tanımlanması konusunda birçok adım atmaktadır. Ancak hala sağlık sektöründe enerji kullanımını analiz etmeye çalışan çalışmaların eksik olduğu görülmektedir. Dolayısıyla bu çalışma, yenilikçi yönetsel uygulamaların ve metrik araçların kullanımı ihtiyacını ortaya koyarak enerji verimliliği girişimlerine katkıda bulunmak amacını taşımaktadır. In Turkey to date, the main tools which have been applied to enhancing energy efficiency and reducing energy consumption have mostly been regulatory based. However, many other initiatives on energy efficiency were adopted by both public, private and third sector. Complied with these development programs and strategic inputs, public sector organizations which were labeled high energy consuming, such as healthcare facilities, take many steps in relation to diversification and redefinition of potential energy resources. But it is still a lack of the studies attempting to analyze energy use in public health sector. Hence this study is a step to contribute energy efficiency initiatives by promoting innovative managerial practices and metric tools.

Energy efficiency analysis in public hospitals: an application of radial and non-radial data envelopment analysis models

Carbon dioxide (CO2) is the main determinant to the process of global warming among other greenhouse gases (GHGs). As being responsible for the largest part of the CO2 emissions from industrial activities, the cement sector has an important position for Turkey on the path to achieving CO2 reduction targets. By referencing the relationship between cement industry and CO2 emissions based upon this sector, we aim to analyze environmental efficiency of the Turkish cement industry at firm level and attempt to reveal a comparison study under both output-oriented and non-oriented approaches with the aid of radial and non-radial Data Envelopment Analysis (DEA) models: (i) the output-oriented BCC model; (ii) the output-oriented slack-based measures (SBM) model; (iii) the non-oriented SBM model; and (iv) the non-oriented super-efficiency SBM model. In this context, CO2 emission is considered an undesirable output and relative efficiency of 51 integrated cement factories operating in Turkey for the year 2016 is evaluated. Within the scope of this paper, efficiency scores, reference sets and target values are also determined and a list of measures are proposed. According to the results, only 15.7% of all integrated cement factories are identified as being relatively efficient in all models and a clear imbalance among cement factories in terms of environmental efficiency is determined. Moreover, it is concluded that the output-oriented BCC, output-oriented SBM, and non-oriented SBM models are highly correlated and monotonically related in the presence of undesirable output. The empirical findings also suggest that up to 5.13% CO2 emissions saving can be achieved by taking the necessary precautions.

Environmental efficiency evaluation of Turkish cement industry: an application of data envelopment analysis

Ulkelerin saglik gostergeleriyle gelismislik duzeyleri arasinda yakin iliski bulunmasi, saglik harcamalarinin gayrisafi yurt ici hasila icindeki payinin yuksek olmasi ve saglik hizmetlerine olan talebin artmasi, kaynaklarin etkin kullanimiyla ilgili endiselerin ortaya cikmasina neden olmustur. Hukumetlerin temel hedeflerinden olan etkin calisan bir saglik sisteminin olusturulabilmesi icin saglik hizmetlerinin etkinliginin ve verimliliginin sistematik bir sekilde degerlendirilmesi ve etkin calismayan alanlarin saptanarak, iyilestirmelerin yapilmasi gerekmektedir. Turkiye’deki saglik hizmetlerinin makro duzeyde ele alindigi bu calismada 2016 yili icin il bazinda saglik hizmetlerinin etkinliginin olculmesi ve 2012-2016 donemi icin illerin saglik hizmetleri verimliligindeki degisimin saptanarak, radyal ve radyal olmayan Veri Zarflama Analizi (VZA) ve Malmquist Verimlilik Endeksi (MVE) modellerinden elde edilen bulgularin karsilastirmali olarak incelenmesi amaclanmistir. Turkiye’deki iller sosyo-ekonomik gelismislik duzeylerine gore uc gruba ayrilmis ve analizler her bir grup icin ayri ayri gerceklestirilmistir. Analiz sonucunda radyal ve radyal olmayan modeller arasinda yuksek ve anlamli iliski bulundugu ve yontemlerin monoton bir sekilde baglantili oldugu tespit edilmesine ragmen, aylak degiskenleri ihmal eden radyal modellerin yaniltici bulgular ortaya koydugu gozlemlenmistir. Ayrica saglik hizmetleri etkinliginin, yuksek gelismislik duzeyinde bulunan illerin yer aldigi gruptan dusuk gelismislik duzeyinde bulunan illerin yer aldigi gruba dogru gidildikce azaldigi gorulmustur. Bunun yani sira, Turkiye’deki saglik hizmetlerinin uretim teknolojisinde gerileme yasandigi saptanmistir.

In a globalised business world, reaching the basic goal of companies which is profit maximisation has become such competitive for both manufacturing and service firms. While reaching this basic goal, increasing income is not sufficient, but also minimising the costs is required. One of the long-term cost decisions, location selection, needs to be considered in detailed by business firms. Especially for a firm in service sector, there are other goals and responsibilities such as satisfying permanently changing needs and expectations of customers. As the wedding sector has a growing share in the economy, the choice of office location for companies operating in this sector has gained great importance. In the light of this purpose, there are some criteria determined in location selection decision for a business firm which operates in the wedding sector. In this research, the criteria used in office location selection have been chosen by literature review and experts' views. These criteria are weighted by fuzzy analytic hierarchy process (AHP). Then, using the weighted criteria, the best option among the alternative offices from different locations is chosen by Vise Kriterijumska Optimizacija I Kompromisno Resenje (VIKOR) technique.

Amaç: Bu çalışmanın amacı, OECD ülkelerinin 2019 yılı tarımsal etkinliğini ölçmek ve kurgulanan senaryolar üzerinden parçalı elastiklik analizleri gerçekleştirerek ülkelerin ölçeğe göre getiri karakterizasyonlarını ortaya koymaktır. 
 
Yöntem: Etkinlik ve elastiklik ölçümleri için Veri Zarflama Analizi (VZA) ve VZA tabanlı yöntemler kullanılmıştır. 
 
Bulgular: OECD ülkelerinin %43’ünün etkin bir şekilde faaliyet gösterdiği tespit edilmiş ve ortalama tarımsal etkinliğin 0,87 olduğu saptanmıştır. Elastiklik analizi bulgularına göre seçmeli radyal etkinlik varsayımını sağlayan OECD ülkelerinin büyük bir bölümü için kısa vadede tarımsal büyümeye gidilemeyeceği, üretim faktörlerinde yaşanabilecek marjinal artışlar karşısında tarımsal çıktıların çoğunlukla azalan veya sabit oranda artış eğiliminde olduğu belirlenmiştir. 
 
Özgünlük: Çalışma, ülke bazında parçalı elastiklik ölçüm modellerinin ilk uygulaması olması ve OECD ülkelerinin tarımsal performanslarına dair bütünleyici bir perspektif sunması açısından önemlidir.

Veri Zarflama Analizi ile Etkinlik Ölçümü ve Parçalı Elastiklik Analizi: OECD Ülkelerinin Tarımsal Performansları Üzerine Bir Uygulama

Amaç –Bu çalışmanın amacı, karar vericilerin sürdürülebilirlik performansı değerlendirmelerine ekonomik, çevresel ve sosyal boyutları dahil etmelerine yardımcı olacak ölçülebilir unsurlardan oluşan bir gösterge seti önermek ve çok kriterli karar verme yöntemlerinin bütünleşik olarak kullanıldığı bir teşhis koyma ve aksiyon alma yaklaşımı sunmaktır.Tasarım/Yöntem/Yaklaşım –Borsa İstanbul(BIST) Sürdürülebilirlik Endeksi’nde yer alan 12 imalat sektörü işletmesinin 2015-2020 dönemi sürdürülebilirlik performansları Geliştirilmiş Entropi ve TOPSIS yöntemleri ile değerlendirilmektedir.Bulgular –Entropi bulguları doğrultusunda, sürdürülebilirlik performansında toplu iş sözleşmesi kapsamında çalışan oranı göstergesinin en yüksek, enerji tüketimi göstergesinin ise en düşük ağırlığa sahip olduğu tespit edilmiştir. Sürdürülebilirliğin ana boyutları açısından en yüksek ağırlığın sosyal boyuta ait olduğu ancak ilgili boyutun ağırlığının 2020 yılında düştüğü saptanmıştır. TOPSIS bulgularına göre ise işletmelerin orta düzeyde bir sürdürülebilirlik performansı sergiledikleri, bununla birlikte 2020 yılı skorlarında düşüş olduğu belirlenmiştir.Duyarlılık analiziyle de TOPSIS bulgularının sağlamlığı doğrulanmıştır. Ayrıca, sürdürülebilirlik performansının iyileştirilmesi için öncelikli alanların/göstergelerin belirlenmesi konusunda karar vericilere yardımcı olabilecek görsel bir harita tasarlanmıştır.Tartışma –Göstergeler düzeyinde toplu iş sözleşmesi kapsamında çalışan oranı değerleri; boyutlar düzeyinde ise sosyal boyut göstergeleri açısından işletmeler arasında daha fazla farklılık olduğu ortaya konulmuştur.2020 yılında sosyal boyutun toplam ağırlığındaki düşüşün, Covid-19 pandemisinin etkisi sonucunda işletmeler arasındaki sosyal gösterge farklılıklarının azalmasıyla ilişkili olduğu düşünülmektedir. Aynı yıl içinde sürdürülebilirlik skorlarındaki düşüşün ise pandemi döneminde işletmelerin üretim ve/veya tedarik süreçlerinde yaşadıkları sorunlardan ve çalışan eğitimlerindeki aksamalardan kaynaklanabileceği değerlendirilmektedir. Son olarak, sürdürülebilirlik performanslarını arttırmak isteyen imalat sektörü işletmelerine toplu işsözleşmesi kapsamında çalışan sayılarını arttırmaları önerilmektedir.
