Large-scale blackouts have occurred frequently throughout the world. The blackouts that have occurred in recent years not only seriously affect the lives of local residents, but they also cause substantial economic losses. In particular, as modern society increasingly depends on electricity, power outages occurring at any time may result in devastating consequences. Accordingly, identifying the reasons for blackouts and implementing proper restoration measures are of particular importance. This paper analyses the sphere of influence, the scale of the effects, the restoration measures and the causes of previous worldwide blackouts. Based on the findings, suggestions for the development of China׳s power industry are then offered.

Review on Economic Loss Assessment of Power Outages

With the rapid increase of the installed capacity and generation capacity of renewable generation, the topology and structure of modern power systems get more complicated, which promotes higher requirements for power system secure and stable operation. However, power system large-scale blackouts often occur. This paper firstly reviewed 51 major blackouts in history worldwide. The main causes of blackouts were summarized afterwards. Finally, distributed accommodation for distributed energy in energy internet was proposed as a key research direction to avoid large-scale blackouts.

Distributed Accommodation for Distributed Generation – From the View of Power System Blackouts

Human factor is an important part in risk sources identification of power grid dispatching operation. How to model human risk factor is of great significance for quantifying dispatching operation risk and making effective risk control measures. This paper establishes an exponential comprehensive personnel factor quantifying model, evaluating respectively from history and real-time level, basing on cognitive reliability and error analysis model in human factor reliability theory, as well as spot investigation of Guangdong power grid and interview to operators. And this model has provided a good basis for human factor risk assessment.

Study on human factor risk quantification and evaluation model in power grid dispatching risk assessment

With the popularity of phasor measurement units (PMUs) in power grids, access to real-time power system operating data becomes possible and data-driven method provides a new approach to the research on voltage stability. In this work, we propose an online long-term voltage stability assessment scheme based on time series shapelet. A shapelet is the most representative subsequence of time series data. Our scheme combines shapelet extraction with decision tree induction to discriminate the regional voltage stability/instability profiles. Numerical tests on the Nordic test system show that the scheme can perform online long-term voltage stability assessment in a highly accurate and real-time way. In addition to predicting the onset of possible voltage instability, it can provide desirable interpretations on the inherent nature and characteristics of voltage instability.

Online Long-term Voltage Stability Assessment Based on Time Series Shapelet Extraction

The occurrence and expansion of large-scale blackouts occurred on July 30 and 31,2012 respectively in India Power Grid and the restoration of the power grid from the blackouts as well as the analysis on the reason causing the large-scale blackouts are presented.On the basis of summing up the lessons from the large-scale blackouts occurred in India,the main large-scale blackouts occurred in foreign countries in recent years are retrospected and the common character of these blackouts and differences among them are summarized.Finally,based on China’s power grid operation and management and actual conditions of interconnected interregional power grids in China,the lessons to be learnt from large-scale blackouts occurred abroad for China’s power grid dispatch and operation are listed.
