Multicriteria optimization in humanitarian aid

The field of supply chain management has been extensively studied, while its role in disaster relief operations has received limited contributions. Recent dedicated special issues on Humanitarian Operations and Supply Chain Management (HOSCM) and a dedicated Journal focusing on humanitarian logistics and supply chain management clearly indicate the growing popularity of the HOSCM literature. The purpose of our current study is to undertake an extensive review of extant literature published in operations and supply chain management journals as well as popular interdisciplinary journals. A review of 362 papers published between 2011 and 2017 provides a thematic outline of the study. The study pivots around nine key themes, which have gained prominent attention from HOSCM scholars, and draws a roadmap from reviewing earlier review papers to performance evaluation of HOSCM related studies. Some of the key themes include humanitarian logistics, theory focused research, case studies, mathematical models, humanitarian supply chain properties and resources needed for efficient and effective management of humanitarian operations. Finally, our study offers several research directions which may take the existing debates to a next level.

Humanitarian supply chain management: a thematic literature review and future directions of research

Social media is a platform to express one’s view in real time. This real time nature of social media makes it an attractive tool for disaster management, as both victims and officials can put their problems and solutions at the same place in real time. We investigate the Twitter post in a flood related disaster and propose an algorithm to identify victims asking for help. The developed system takes tweets as inputs and categorizes them into high or low priority tweets. User location of high priority tweets with no location information is predicted based on historical locations of the users using the Markov model. The system is working well, with its classification accuracy of 81%, and location prediction accuracy of 87%. The present system can be extended for use in other natural disaster situations, such as earthquake, tsunami, etc., as well as man-made disasters such as riots, terrorist attacks etc. The present system is first of its kind, aimed at helping victims during disasters based on their tweets.

Event classification and location prediction from tweets during disasters

Disaster management aims to mitigate the potential damage from the disasters, ensure immediate and suitable assistance to the victims, and attain effective and rapid recovery. These objectives require a planned and effective rescue operation post such disasters. Different types of information about the impact of the disaster are, hence, required for planning an effective and immediate relief operation. The IoT technology available today is quite mature and has the potential to be very useful in disaster situations. This paper analyzes the requirements for planning rescue operation for such natural disasters and proposes an IoT based solution to cater the identified requirements. The proposed solution is further validated using the task-technology fit (TTF) approach for analyzing the significance of the adoption of IoT technology for disaster management. Results from the exploratory study established the core dimensions of the task requirements and the TTF constructs. Results from the confirmatory factor analysis using PLS path modelling, further, suggest that both task requirements and IoT technology have significant impact on the IoT TTF in the disaster management scenario. This paper makes significant contributions in the development of appropriate constructs for modeling TTF for IoT Technology in the context of disaster management.

Impact of internet of things (IoT) in disaster management: a task-technology fit perspective

Coordination among actors in a humanitarian relief supply chain decides whether a relief operation can be or successful or not. In humanitarian supply chains, due to the urgency and importance of the situation combined with scarce resources, actors have to coordinate and trust each other in order to achieve joint goals. This paper investigated empirically the role of swift trust as mediating variable for achieving supply chain coordination. Based on commitment-trust theory we explore enablers of swift-trust and how swift trust translates into coordination through commitment. Based on a path analytic model we test data from the National Disaster Management Authority of India. Our study is the first testing commitment-trust theory in the humanitarian context, highlighting the importance of swift trust and commitment for much thought after coordination. Furthermore, the study shows that information sharing and behavioral uncertainty reduction act as enablers for swift trust. The study findings offer practical guidance and suggest that swift trust is a missing link for the success of humanitarian supply chains.

Swift trust and commitment: The missing links for humanitarian supply chain coordination?

This paper introduces the element of beneficiaries’ choice into a location-routing problem for disaster relief logistics suited for decision support systems. Decision makers in humanitarian logistics face the challenge where to establish distribution centers (DCs) for relief goods. For this purpose, two objectives are considered: the impact of the relief operations on the beneficiaries and the efficient use of monetary resources. The proposed multi-objective location-routing model minimizes unserved demand as well as cost for opening DCs and for routing relief goods. It anticipates the choice of beneficiaries to which DC to go (if at all), based on a model adopted from the literature on competitive location analysis. A mathematical programming formulation is presented. For small instances, the Pareto front can be determined exactly using an epsilon constraint method. For solving also realistic instances, an evolutionary algorithm has been implemented and evaluated. The algorithms are tested on real-world instances from Mozambique. The results show that when designing a distribution network, improvements can be achieved by taking the predicted behavior of beneficiaries into account.

Modelling beneficiaries’ choice in disaster relief logistics

Performance measurement of Non-Profit Organizations (NPOs) is of increasing importance for aid agencies, policy-makers and donors. A widely used benchmark for measuring the efficiency of NPOs is the overhead cost ratio, consisting of the total money spent on administration and fundraising relative to the budget. Donors generally favor a lower overhead cost ratio as it ensures that more money directly reaches beneficiaries. Unlike fundraising expenses, administrative costs do not contribute to advertising the actions of an NPO even though they account for a significant proportion of overhead cost. Reducing administrative expenses is a logical consequence from a financial viewpoint, but might negatively affect NPOs through the resulting administrative capacities. This phenomenon is known as "Nonprofit Starvation Cycle". This work provides an analytical framework for analyzing NPO decision making concerning administrative costs. The paper provides answers to important research questions on the optimal level of administrative spending, the influencing factors and the effects of available information on NPOs. The research shows that focusing on financial performance measurements can result in reduced utility created for NPOs. Less transparency often leads to increased utility for NPOs, but more transparency can increase NPOs' utility if the information available exceeds a certain threshold. Fluctuating donations are challenging for NPOs' planning and may impact administrative capacities negatively.

Funds allocation in NPOs: the role of administrative cost ratios.

Purpose – Outsourcing of logistics has great importance in disaster relief. Aid agencies spend several billion
US dollars every year on logistics services. However, the concept of outsourcing has not been established
adequately in literature on humanitarian logistics, leading to a fragmented view of the practice. This paper
provides a holistic perspective of the concept by constructing a conceptual framework to analyze both practice
and research of outsourcing in humanitarian operations. Based on this analysis, we explore future trends and
identify research gaps.
Design/methodology/approach – The paper is based on a structured review of academic literature, a tworound
Delphi study with 31 experts from aid agencies and a complementary full-day focus group with twelve
experts from aid agencies and logistics service providers.
Findings – The paper systemizes the current practice of outsourcing in humanitarian logistics according to a
conceptual framework of five dimensions: subject, object, partner, design and context. In addition, it reveals ten
probable developments of the practice over the next years. Finally, it describes eight important research gaps
and presents a research agenda for the field.
Research limitations/implications – The literature review considered peer-reviewed academic papers.
Practitioner papers could provide additional insights into the practice. Moreover, the Delphi study focused on
the perspective of aid agencies. Capturing the views of logistics service providers in more detail would be a
valuable addition.
Originality/value – The paper establishes the academic basis for the important practice of outsourcing in
humanitarian logistics. It highlights essential research gaps and, thereby, opens up the field for future research.
