Pansharpening aims at fusing a multispectral and a panchromatic image, featuring the result of the processing with the spectral resolution of the former and the spatial resolution of the latter. In the last decades, many algorithms addressing this task have been presented in the literature. However, the lack of universally recognized evaluation criteria, available image data sets for benchmarking, and standardized implementations of the algorithms makes a thorough evaluation and comparison of the different pansharpening techniques difficult to achieve. In this paper, the authors attempt to fill this gap by providing a critical description and extensive comparisons of some of the main state-of-the-art pansharpening methods. In greater details, several pansharpening algorithms belonging to the component substitution or multiresolution analysis families are considered. Such techniques are evaluated through the two main protocols for the assessment of pansharpening results, i.e., based on the full- and reduced-resolution validations. Five data sets acquired by different satellites allow for a detailed comparison of the algorithms, characterization of their performances with respect to the different instruments, and consistency of the two validation procedures. In addition, the implementation of all the pansharpening techniques considered in this paper and the framework used for running the simulations, comprising the two validation procedures and the main assessment indexes, are collected in a MATLAB toolbox that is made available to the community.

A Critical Comparison Among Pansharpening Algorithms

In this paper, multivariate regression is adopted to improve spectral quality, without diminishing spatial quality, in image fusion methods based on the well-established component substitution (CS) approach. A general scheme that is capable of modeling any CS image fusion method is presented and discussed. According to this scheme, a generalized intensity component is defined as the weighted average of the multispectral (MS) bands. The weights are obtained as regression coefficients between the MS bands and the spatially degraded panchromatic (Pan) image, with the aim of capturing the spectral responses of the sensors. Once it has been integrated into the Gram-Schmidt spectral-sharpening method, which is implemented in environment for visualizing images (ENVI) program, and into the generalized intensity-hue-saturation fusion method, the proposed preprocessing module allows the production of fused images of the same spatial sharpness but of increased spectral quality with respect to the standard implementations. In addition, quantitative scores carried out on spatially degraded data clearly confirm the superiority of the enhanced methods over their baselines.

Improving Component Substitution Pansharpening Through Multivariate Regression of MS $+$ Pan Data

Survey of Work on Road Extraction in Aerial and Satellite Images

Given the increase in flood events in recent years, accurate flood risk assessment is an important component of flood mitigation in urban areas. This research aims to develop updated and accurate flood risk maps in the Don River Watershed within the Great Toronto Area (GTA). The risk maps use geographical information systems (GIS) and multi-criteria analysis along with the application of Analytical Hierarchy Process methods to define and quantify the optimal selection of weights for the criteria that contribute to flood risk. The flood hazard maps were generated for four scenarios, each with different criteria (S1, S2, S3, and S4). The base case scenario (S1) is the most accurate, since it takes into account the floodplain map developed by the Toronto and Region Conservation Authority. It also considers distance to streams (DS), height above nearest drainage (HAND), slope (S), and the Curve Number (CN). S2 only considers DS, HAND, and CN, whereas S3 considers effective precipitation (EP), DS, HAND, and S. Lastly, S4 considers total precipitation (TP), DS, HAND, S, and CN. In addition to the flood hazard, the social and economic vulnerability was included to determine the total flood vulnerability in the watershed under three scenarios; the first one giving a higher importance to the social vulnerability, the second one giving equal importance to both social and economic vulnerability, and the third one giving more importance to the economic vulnerability. The results for each of the four flood scenarios show that the flood risk generated for S2 is the most similar to the base case (S1), followed by S3 and S4. The inclusion of social and economic vulnerability highlights the impacts of floods that are typically ignored in practice. It will allow watershed managers to make more informed decisions for flood mitigation and protection. The most important outcome of this research is that by only using the digital elevation model, the census data, the streams, land use, and soil type layers, it is possible to obtain a reliable flood risk map (S2) using a simplified method as compared to more complex flood risk methods that use hydraulic and hydrological models to generate flood hazard maps (as was the case for S1).

Flood Risk Mapping Using GIS and Multi-Criteria Analysis: A Greater Toronto Area Case Study

Flood maps alone are not sufficient to determine and assess the risks to people, property, infrastructure, and services due to a flood event. Simply put, the risk is almost zero to minimum if the flooded region is “empty” (i.e., unpopulated, has not properties, no industry, no infrastructure, and no socio-economic activity). High spatial resolution Earth Observation (EO) data can contribute to the generation and updating of flood risk maps based on several aspects including population, economic development, and critical infrastructure, which can enhance a city’s flood mitigation and preparedness planning. In this case study for the Don River watershed, Toronto, the flood risk is determined and flood risk index maps are generated by implementing a methodology for estimating risk based on the geographic coverage of the flood hazard, vulnerability of people, and the exposure of large building structures to flood water. Specifically, the spatial flood risk index maps have been generated through analytical spatial modeling which takes into account the areas in which a flood hazard is expected to occur, the terrain’s morphological characteristics, socio-economic parameters based on demographic data, and the density of large building complexes. Generated flood risk maps are verified through visual inspection with 3D city flood maps. Findings illustrate that areas of higher flood risk coincide with areas of high flood hazard and social and building exposure vulnerability.

RESUMECet article presente une approche permettant de corriger et de mettre a jour de maniere automatique l'information topographique existante, a partir d'images aeriennes. Deux problemes majeurs doivent etre examines pour reussir cette tâche: le manque de precision des donnees existantes et l'absence de nouvelles routes. Pour la correction, nous employons une technique d'optimisation basee sur les contours actifs, ainsi qu'une fonction de rehaussement des lignes. Les contours actifs sont initialises a l'aide de connaissances a priori provenant de la base de donnees existante fournie par Geomatique Canada, et des jonctions de lignes presentes dans l'image et extraites a l'aide d'un detecteur recemment developpe pour cette application.
