In this paper we consider a network of concepts relevant to the new phase of research in the field of ICT. The offered network is the foundation of semantics of a new technological level of e-government. Analysing the flow of publications determined the most popular areas of research. The second part of the article discusses approaches to the creation of applications in the field of medicine and renewable energy, which could considered as a method of transition from e-government to smart government.

Semantic network of ICT domains and applications

Increasing longevity is one of the most important problems of modern Gerontology. Solution of these problems is connected principally with the use of information and communication technologies. Creation of a comprehensive health information system requires consideration of many factors, such as qualitative screening system based on patients’ self-assessment, identification of possible errors that affect decision-making and patients’ personal characteristics. The work presents the results of elderly Almaty and Almaty Region population survey conducted with the help of Active Longevity Portal designed for data collection, analysis and assistance to the elderly population of Kazakhstan. The results showed that the number of medical consultations is directly related to health self-assessment and anxiety levels. Detection of cardiovascular diseases (CVD) with the help of effort angina self-assessment demonstrated low sensitivity. Correlation between the Kettle's index of effort angina self-assessment, the impact of Physical Component Score (PCS) of SF-12 test onto the manifestation of cardiovascular disease in hereditary background, anxiety level and coronary heart disease manifestation, impact of Health Survey estimated by Physical Component Score (PCS) and Mental Component Score (MCS) SF- 12 test onto the correspondence between Effort Angina Questionnaire and CVD patient state was detected. Studies showed that detection of diseases through Questionnaire Survey self-assessment in certain situations may lead to significant errors. Consideration of these factors will help to build a more powerful information system in which personal data will be combined with clinical data and expert estimates.

Optimization of medical information systems by using additional factors

The article examines the main trends in the development of geriatric service on the ground of increasing capabilities of ICT. In recent years, the measures to improve geriatric care of the population are taken in the Republic of Kazakhstan. Relevance of this issue is determined by a population aging on the one hand, and by RK humanization policy on the other hand. Consideration of these issues is impossible without corresponding data support, which is necessary for organizational tasks and for the entire cycle of medical data processing, starting from data collection, through a comprehensive analysis and issue of recommendation. Using modern software, communication and intelligent technologies promises not only improving of geriatric care quality but reducing the cost and social-economic benefits. The project of multi-level distributed personified electronic system is offered. The system would be based on results of researches in the field of AAL, M2M, machine learning, human behavior analysis etc. The main domains of the system are discussed briefly. An economic impact of the system realization is estimated approximately.

New ICT trends in solving the problem of accelerated population aging

Increasing the duration of active life is one of the most important problems in modern gerontology in the world, including Kazakhstan. First, the solution of these problems is associated with using information and communication technologies (ICT). Gerontological RK portal, which has no analogues in countries of the former USSR, will include information on major aspects of the aging in RK. Portal will be a platform for exchange of experiences, publishing of research results, for getting generalized and personalized information. This paper describes the main elements of the portal and presents preliminary results of frequency occurrence analysis of cardiovascular diseases in elderly age and income level of the respondent on the basis of epidemiological screening, performed on the basis of data collected on our site.
