The Pol Pot regime: race, power and genocide in Cambodia under the Khmer Rouge, 1975–79

This Handbook traces the uneven experiences that have accompanied development in Southeast Asia. The region is often considered to be a development success story; however, it is increasingly recognized that growth underpinning this development has been accompanied by patterns of inequality, violence, environmental degradation and cultural loss. In 30 chapters, written by established and emerging experts of the region, the Handbook examines development encounters through four thematic sections:

• Approaching Southeast Asian development,

• Institutions and economies of development,

• People and development and

• Environment and development.

The authors draw from national or sub-national case studies to consider regional scale processes of development – tracing the uneven distribution of costs, risks and benefits. Core themes include the ongoing neoliberalization of development, issues of social and environmental justice and questions of agency and empowerment.

This important reference work provides rich insights into the diverse impacts of current patterns of development and in doing so raises questions and challenges for realizing more equitable alternatives. This paper explores the consequences of transferring technical information on disability and inclusive education from the North to the South within the context of international development. Based on data from the author’s experiences as a US-trained Indian international consultant in Cambodia, it analyses how problems with translation and socio-cultural assumptions embedded in the terminology of disability can divert the intention of teacher training in inclusive education. The paper also examines the politics of inclusive education with regard to the disconnect between a donor-based agenda and local priorities, and discusses the complexities of the author’s own role within the context of increasing South/South cooperation.

In October 2007, Malaysia celebrated sending its first astronaut into space, as part of a cooperative venture on board a Russian space mission. As Malaysia's first astronaut was a Muslim, the Malaysian government commissioned, through its Department of Islamic Development, a project to create a definitive set of guidelines for the practice of Islam in outer space, specifically on board the International Space Station. What may on the surface appear to be a practical exercise in clarifying religious practice reveals upon closer examination to be a complex restructuring of Malaysia's domestic and international politics, with the role of Islam as the catalytic and somewhat controversial centerpiece.

Making Space for Islam: Religion, Science, and Politics in Contemporary Malaysia

The political framework through which the various communities of disabled persons in Cambodia advocate for and claim their rights is complex and confusing. Both governmental and non‐governmental actors engage this political framework through the mobilization of persons from the various disabled communities, competing in the civic sphere through issue‐oriented advocacy in ways that seek to influence the process of democratic governance. While the status of disabled rights in Cambodia is still comparatively weak, it is argued here that this civic engagement has allowed disabled communities to find common cause with non‐disabled persons and groups in the project of deepening the roots of democracy in Cambodia. This article discusses the demographic composition of disability, the framework of political action that addresses disability issues and the practice of civic engagement and activism by disabled and non‐disabled communities in Cambodia.
