Since the IPCC Third Assessment Report (TAR), our understanding of the implications of climate change for coastal systems and low-lying areas (henceforth referred to as ‘coasts’) has increased substantially and six important policy-relevant messages have emerged. Coasts are experiencing the adverse consequences of hazards related to climate and sea level (very high confidence). Coasts are highly vulnerable to extreme events, such as storms, which impose substantial costs on coastal societies [6.2.1, 6.2.2, 6.5.2]. Annually, about 120 million people are exposed to tropical cyclone hazards, which killed 250,000 people from 1980 to 2000 [6.5.2]. Through the 20th century, global rise of sea level contributed to increased coastal inundation, erosion and ecosystem losses, but with considerable local and regional variation due to other factors [6.2.5, 6.4.1]. Late 20th century effects of rising temperature include loss of sea ice, thawing of permafrost and associated coastal retreat, and more frequent coral bleaching and mortality [6.2.5]. Coasts will be exposed to increasing risks, including coastal erosion, over coming decades due to climate change and sea-level rise (very high confidence). Anticipated climate-related changes include: an accelerated rise in sea level of up to 0.6 m or more by 2100; a further rise in sea surface temperatures by up to 3°C; an intensification of tropical and extratropical cyclones; larger extreme waves and storm surges; altered precipitation/run-off; and ocean acidification [6.3.2]. These phenomena will vary considerably at regional and local scales, but the impacts are virtually certain to be overwhelmingly negative [6.4, 6.5.3].

Coastal systems and low-lying areas

The major cause of sea-level change during ice ages is the exchange of water between ice and ocean and the planet's dynamic response to the changing surface load. Inversion of ∼1,000 observations for the past 35,000 y from localities far from former ice margins has provided new constraints on the fluctuation of ice volume in this interval. Key results are: (i) a rapid final fall in global sea level of ∼40 m in <2,000 y at the onset of the glacial maximum ∼30,000 y before present (30 ka BP); (ii) a slow fall to -134 m from 29 to 21 ka BP with a maximum grounded ice volume of ∼52 × 10(6) km(3) greater than today; (iii) after an initial short duration rapid rise and a short interval of near-constant sea level, the main phase of deglaciation occurred from ∼16.5 ka BP to ∼8.2 ka BP at an average rate of rise of 12 m⋅ka(-1) punctuated by periods of greater, particularly at 14.5-14.0 ka BP at ≥40 mm⋅y(-1) (MWP-1A), and lesser, from 12.5 to 11.5 ka BP (Younger Dryas), rates; (iv) no evidence for a global MWP-1B event at ∼11.3 ka BP; and (v) a progressive decrease in the rate of rise from 8.2 ka to ∼2.5 ka BP, after which ocean volumes remained nearly constant until the renewed sea-level rise at 100-150 y ago, with no evidence of oscillations exceeding ∼15-20 cm in time intervals ≥200 y from 6 to 0.15 ka BP.

Wind speeds over the world’s oceans have increased over the past two decades, as have wave heights. Studies of climate change typically consider measurements or predictions of temperature over extended periods of time. Climate, however, is much more than temperature. Over the oceans, changes in wind speed and the surface gravity waves generated by such winds play an important role. We used a 23-year database of calibrated and validated satellite altimeter measurements to investigate global changes in oceanic wind speed and wave height over this period. We find a general global trend of increasing values of wind speed and, to a lesser degree, wave height, over this period. The rate of increase is greater for extreme events as compared to the mean condition.

Coral reefs track sea level and are particularly sensitive to changes in climate. Reefs are threatened by global warming, with many experiencing increased coral bleaching. Warmer sea surface temperatures might enable reef expansion into mid latitudes. Here we report multibeam sonar and coring that reveal an extensive relict coral reef around Lord Howe Island, which is fringed by the southernmost reef in the Pacific Ocean. The relict reef, in water depths of 25-50 m, flourished in early Holocene and covered an area more than 20 times larger than the modern reef. Radiocarbon and uranium-series dating indicates that corals grew between 9000 and 7000 years ago. The reef was subsequently drowned, and backstepped to its modern limited extent. This relict reef, with localised re-establishment of corals in the past three millennia, could become a substrate for reef expansion in response to warmer temperatures, anticipated later this century and beyond, if corals are able to recolonise its surface. Lord Howe Island, in the northern Tasman Sea, is a remnant of a much larger Late Miocene basaltic shield volcano. Much of the island's coastline is exposed to waves that have unlimited fetch, but a marked contrast is provided by a fringing coral reef and lagoon that very effectively attenuate wave energy along a portion of the western coastline. The geology of the island is varied, with hard and resistant basalt lavas, breccias and tuffs of intermediate resistance, and highly erodible eolianites. This variability provides an excellent opportunity to examine the inﬂuence of rock resistance on the development of the spectacular rock coast landforms that occur around the island. The hardness of rocks and the extent of weathering around the coastline were assessed using a Schmidt hammer, and statistical analysis was undertaken to remove outlying values. On all but one occasion, higher mean rebound values were returned from fresh surfaces than weathered surfaces, but only half of these differences were statistically signiﬁcant. Shore platforms with two distinct levels are juxtaposed along two stretches of coastline and Schmidt hammer results lend support to hypotheses that the raised surfaces may be inherited features. Relative rock resistance was assessed through a combination of Schmidt hammer data and measurements of joint density, and constrained on the basis of morphological data. This approach formed a basis for examining threshold conditions for sea-cliff erosion at Lord Howe Island in the context of the distribution of resistant plunging cliffs and erosional shore platforms.
