European nuclear weapons? Zombie debates and nuclear realities

Neoconservative interpreters of the social ethics of Pope John Paul II have made the claim that John Paul shifted the tradition of Catholic Social Teaching in the direction of an embrace of “democratic capitalism” and other neoconservative ideals. This article challenges those claims. Major differences between the social ethics of Pope John Paul II and those of neoconservatives such as Michael Novak, George Weigel, and Richard John Neuhaus are highlighted. These differences include contrasting assessments of current forms of capitalism and of economic globalization, as well as differing views concerning economic democracy, economic rights, consumerism, the significance of structural injustice as a cause of poverty, the proper economic role of the state, the value of the United Nations, the importance of lifestyle simplification, and the urgency of ecological issues. An understanding of these major differences is essential in enabling Catholic Social Teaching to play a truly prophetic and constructive role in responding to current global crises.

Germany's Nuclear Education: Why a Few Elites Are Testing a Taboo

: The 2002 National Security Strategy (NSS) describes several policy tools available to curtail threats from nuclear, biological, and chemical (NBC) weapons, including diplomacy, deterrence, preventive attacks against NBC programs, and others This monograph asks the question: What mix of these policies best addresses the NBC threat posed by rogue leaders and terrorists? This question must be asked because the NBC threat remains, and because financial and other constraints prevent the pursuit of all policy choices simultaneously The central findings are that, while some of the NSS recommendations are sound, preventive wars are not attractive policy options for addressing NBC threats Examination of the historical record reveals that limited strikes on NBC programs are generally ineffective Larger-scale attacks intended to overthrow a regime are sometimes successful, though their financial, human, military, and geopolitical costs (including counterproductive effects on the war on terrorism are so substantial that they are unattractive policy choices The financial costs are especially disturbing, given the hundreds of billions spent on regime change attacks which could more effectively be spent on other counterproliferation and counterterrorism initiatives, including ballistic missile defense, missile material recovery, and a variety of counterterrorism initiatives such as port security Fortunately, the other elements of the NSS do promise to address the NBC threat effectively Diplomacy generally has been successful at dissuading many states from acquiring NBC weapons, and persuading others to give up such weapons Deterrence has been extremely successful at preventing the state use of NBC weapons Some ballistic missile defense systems are showing promise of addressing short- and medium-range missile threats Finally, evidence suggests that defensive counterterrorism measures work The monograph recommends pursuing the policies

With such a situation around us, it is less easy to dismiss La Tour du Pin and the other corporate theorists of the nineteenth century who hoped for a more meaningful alliance of capital and labor within trades and a state organization predicated on national well-being rather than international competition and class warfare. Aubert’s account of Catholic social thought and action from Pius IX to Paul VI, therefore, should be supplemented with the far more realistic assessment of Christian democracy to be found in Stathis N. Kalyvas, The Rise of Christian Democracy in Europe (Ithaca, N.Y.: Cornell University Press, 1996). Likewise his failure to address the continued relevance of the “reactionary” tendency in Catholic social thought should be remedied by the consultation of the fine essays edited by Tom Buchanan and Martin Conway, Political Catholicism in Europe, 1918–1965 (Oxford: Clarendon Press, 1996).

The inconclusive outcome of the Korean War left a peninsula divided between two nations engaged in a deadly cold war. An important aspect of the continuing hostilities was America's security guarantee to South Korea. Despite enormous geopolitical changes brought by the accelerating collapse of communism, the United States has a standing pledge to go to war if necessary to thwart a North Korean attack. This volume assesses the current and future viability of the U.S.-South Korean alliance from military, political, and economic perspectives.
