The contemporary management is often faced with the fact that in theory accepted basis are not in managerial practice fully followed. As an example, could be stated the understanding of the company as a system. In theory, an enterprise is defined as a relatively isolated system, but the practice often does not respect this fact and allows the company to act as an absolutely isolated system. Therefore, we encounter new concepts shareholder management and stakeholder management, which draw attention to this contradiction. If the practice does not respect the theoretical findings, management ceases to fulfil its strategic objective and creates a path to consumer thinking and consumer society. The ongoing economic crisis confirms these findings and highlights one of the main reasons which could be considered as lack of ethics in management. The aim of this paper is to inspire the reader to reflect on the possible changes of management philosophy.

Innovation of the management.

The article is devoted to simulation modeling as a forecasting tool of socio-economic development of the region. It highlights the main advantages and disadvantages of the method, analyses the existing approaches and the constructed models, compares the results and draws conclusions about the applicability of simulation models. On the basis of this study there are assumptions about the future usage of simulation modeling for forecasting of socio-economic development of the region.

Challenges and Opportunities of Using Simulation Models in Forecasting Socio-economic Development of the Region

The relevance of the analyzed issue is due to the existing need for more attention to the problems of large cities, which are the social and economic centers that perform important functions and realize the interests of the population, business and local government. The purpose of this article is to disclose the sources of the urban growth and development, the integrated assessment of the size and spatial distribution of the economic activity, regional planning and the government activity. The leading approaches to the study of this issue are systemic and reproduction, which, along with the use of econometric modeling and statistical analysis, allowed revealing significant shortcomings of the institutional urban management mechanism and proposing a number of measures to correct these shortcomings. The article illustrates the theoretical basis of modeling of large cities as spatial economic systems, determines their sources of growth, gives the characteristic features of the urban development in modern conditions, and proposes a conceptual model of a modern city. The contents of the article may be useful for the development of social and economic development strategies both the urban district, and the region as a whole, since large cities act as a locomotive, and they move the regional economy in the direction of the social and economic well-being.

Integral Assessment of the Social and Economic Development of Megacities in Russia

The complex analysis of development of hop-growing for 1971 2015 is carried out. In the conditions of the field experiment made in the Chuvash Republic hop-growing intensification elements – technology of its cultivation, mechanization are fulfilled. Based on researches it is established that the main internal allowance of increase in efficiency of hop-growing is transition to resource-saving low-cost technology of cultivation of hop now. The resource-saving technology of cultivation of hop using a complex of machines allows to reduce labor costs from 500-600 to 180 people days by 1 hectare, promotes increase in productivity of cones for 30-40% and quality for 15-20%.

Factors of Intensification in the Hops Cluster of Chuvashia.

Regional development researchers pay special attention to the innovative component of the territories at this time as there is a direct contact between the level of the innovation and the level of socio-economic development in the region. Innovation is the key point of improving of the economic competitiveness as knowledge-based economy. Innovation policy is component of the strategy of industrial-innovative development and the primary instrument for increasing of the economic competitiveness. The goal of this research is analysis and evaluation of the innovative component in the economic development of the region. The methods considered are based on the use of econometric models as the model parameters allow to evaluate of the level of regional economic development. This paper focuses on the theoretical aspects of economic and mathematical modeling based on the use of production functions also, as well problems related to the assessment of the innovative component in the economic development of the region. When developing and constructing static models of macroeconomics, statistics were used for 15 years, where economy is an integral unstructured unit, the input of the model are resources, the output is gross regional product as the result of the functioning of the economy. Resources are arguments, gross regional product is function. Modelling was performed with the use of production functions in general for the Russian Federation, and the eighty-three regions and eight federal districts. Macroeconomic indicators such as gross regional product, costs of main production assets, population number, workforce number, economically active population number is chosen to build the models. Models were constructed in operational prices and comparable prices with consideration scientific and technological progress (innovation component) for each region. The level of scientific and technological progress estimate, first, models based on multiplicative production functions are considered, secondly, additive models, in so-called tempo records, which allow to use the cumulative productivity of the production factors to assess growth, the so-called Solow residue. The conducted research quantified the contribution of scientific and technological progress to economic growth of the region; comparative analysis of economic growth in different regions, allocate the regions with the highest and lowest share contribution of scientific and technological progress in the dynamics of growth of gross regional product. It is possible a rating of regions of innovative component of social and economic development on level. Analysis of the scientific and technical component of the economic growth in the region

This article reflects the need of formation of regional innovation system in view of becoming a knowledge economy. Paying special attention to the problems of development of innovative economy of Russia, the authors identify the main directions of development of regional innovation systems. It was noted that for future innovative development an important role will be played by person's attitudes, behaviors that either contribute to the spread of innovation in the economy and social life, or prevent him. A key role in the innovative development of the region belongs to infrastructural support innovative entrepreneurship. Strengthening of the regional component in the formation and implementation of innovation policy in the Russian Federation is the need for measuring and comparing levels of innovative development of individual regions. It is necessary to develop an innovative economy, both regionally and at the national level through the development of industrial, financial, human and social capital. The regional dimension is of more importance in the new environment of the information society where the basis of the development of society is inherent in the people, in their human capital. The approach of improvement of the mechanism of functioning of regional innovation systems, according to the authors, will allow creating a competitive and innovative economy in the region. Innovative Development of Region in the Conditions of Formation of Knowledge Economy

Market competition in all sectors of the economy calls for maximum use, activation, optimal implementation of the results of scientific and technical progress - innovations. This is necessary not discrete implementation of innovative projects and development of a new system of interaction of innovative processes in all areas. Purpose of the article is modeling of innovative activities’ processes management and development of recommendations to improve its productivity. The authors analyzed the theoretical and methodological aspects of innovative activities’ implementation, revealed the structure of innovative activities and the parameters of its implementation. A mathematical model for innovative activities’ managing, defining the hierarchy of its connections is proposed. This article is intended for regional leaders, top managers of enterprises, scientists and researchers involved in the innovative development of an economic sector.
