This article reflects the need of formation of regional innovation system in view of becoming a knowledge economy. Paying special attention to the problems of development of innovative economy of Russia, the authors identify the main directions of development of regional innovation systems. It was noted that for future innovative development an important role will be played by person's attitudes, behaviors that either contribute to the spread of innovation in the economy and social life, or prevent him. A key role in the innovative development of the region belongs to infrastructural support innovative entrepreneurship. Strengthening of the regional component in the formation and implementation of innovation policy in the Russian Federation is the need for measuring and comparing levels of innovative development of individual regions. It is necessary to develop an innovative economy, both regionally and at the national level through the development of industrial, financial, human and social capital. The regional dimension is of more importance in the new environment of the information society where the basis of the development of society is inherent in the people, in their human capital. The approach of improvement of the mechanism of functioning of regional innovation systems, according to the authors, will allow creating a competitive and innovative economy in the region. Innovative Development of Region in the Conditions of Formation of Knowledge Economy

Mechanisms for the modernization of regions having agricultural specialization in the imperatives of the digital economy

The article pays attention to the assessment and development directions of the economic development path of the agro-industrial complex of the Southern Federal District. It was found that the most realistic prospects for the recovery of the domestic economy, with existing opportunities, are largely associated with the active development of import substitution, primarily due to the attraction of FDI. The main task of the Russian Federation is to increase income from the export of agricultural products. This is due to the fact that in the Southern Federal District they produce a large share of agricultural products, in addition, the Kuban and the Rostov Region have exits to the Black and Azov Seas (the main example is the Novorossiysk commercial sea port), all the main flows of cargo go through their ports today. Export shipments are growing annually. The author proposes that in order to strengthen economic security and ensure the sustainable development of the Southern Federal District in the face of economic sanctions, the economic system management bodies require a combination of centralized and decentralized approaches to economic formation, ensuring economic security and improving international competitiveness.

Ways of economic development of the agroindustrial complex of the South federal district

The article is devoted to the design and construction of the macroeconomic static model, in which the economy is considered as an integral unstructured unit to the input of which the resources come, and the output is the result of the functioning of the economy in the form of the gross regional product. Resources are considered to be arguments, and gross output a function. Modelling performed using production functions as an example of the Volga Federal District of the Russian Federation. To construct the models, we selected macro-economic indicators such as gross regional product, the value of fixed assets, the population, the labor force employed in the economy, the number of economically active population. Models are built in current and constant prices, taking into account (and without) technical progress. As an alternative to the macro models for the region economy via the production functions the article considers simulation models, highlights the main advantages and disadvantages of the method, analyzes the existing approaches and the constructed models, compares the results and draws conclusions about the applicability of simulation models. On the basis of this study there are assumptions about the future usage of simulation modeling and macroeconomic static models for forecasting of socio-economic development of the region. During crisis and unstable economic development management decisions are characterized by high dynamism, complexity, multi-dimensionality and the presence of overlapping flows of control actions. Clarity, efficiency, completeness, consistency and scientific validity of decisions taken at the regional level is the key to development of the territory. In this regard, the study of socio-economic development of the region becomes especially important. Modeling the development of the regional economy: static and dynamic approach

The Russian economy faced the problems of increase of efficiency of agrarian-industrial complex, its competitiveness, which directly affects the economic security of the country. The more developed the factors determining the competitiveness the more sustainable and viable economy is becoming before emerging internal and external threats. The paper discusses issues of mutual influence competitiveness and economic security. Special attention is paid to ensuring the competitiveness of the agro-industrial complex. The need to ensure food and economic security of the country and growth of socio-economic efficiency of agriculture highlight are the problems of increasing the competitiveness of Russian agriculture. Proposed a number of measures are suggested on financial and organizational procedures that will enhance the potential of the enterprises of agrarian and industrial complex for production of competitive products. Forming of Competitive Advantages of Regional Agrarian and Industrial Complex as Mechanism of Ensuring Economic Safety

The article is devoted to the construction of a dynamic model of economic growth Solow and Solow model taking into account the delay in the commissioning of assets for the Volga Federal District. We study and analyze the theoretical methods of investigation method of constructing such models and the urgency of the topic of research. To build the model were selected macroeconomic indicators such as gross regional product, the value of fixed assets, the labor force employed in the economy, the economically active population, the value of investments in fixed assets, consumption. On the basis of the constructed models were constructed projections of key macroeconomic parameters included in the model for 2013-2015. In order to assess the accuracy of the predicted values obtained by the Solow model, built four equations of various growth curves. It should be noted that these trend lines very well describe the gross regional product of the Volga Federal District. The best model is the polynomial trend line; the coefficient of determination is the maximum. Predicted values are similar between the Solow model and polynomial trend line. It is shown that elasticity of labor much more elasticity in terms of capital to the Volga Federal District, as a result, it is possible to make an unequivocal conclusion about the extensive nature of economic growth. A Dynamic Model of Regional Economic Growth

In the article questions of increase of competitiveness of agrarian sector of the region are considered. The special attention is paid to stimulation of investment activity of market subjects. The cluster analysis of production of major types of agricultural production in subjects of the Volga Federal Region is made. Measures for improvement of an investment and tax policy of agrarian sector are offered. Realization of the above stated measures will promote growth of competitiveness of the agrarian sector of the Mari EL Republic and solution of questions of import substitution in the Russian food market.

Management of Competitiveness of a Regional Agricultural Sector

The article presents the results of a study of the mechanism of development of economic systems and its core resources – labour, land, capital and business ability. Estimates were made while taking into account imposed limitations on market forces’ actions, the influence of knowledge as an economic factor was also taken into account. It’s also proven the growing influence of intellectual part at knowledge economy and relocation of science and innovation to the center of development’s regulation (that covers regions as well). Process of reorganization of sectors around knowledge production and restricting state’s and regions’ economies around sphere of information distribution is shown. The hypothesis on emerging of contradictions within one factor (labour) in different economic sectors – between labour in real and financial sector – is brought forward. Contradictions inside labour factor are connected to its intellectualization and changed in investments’ form - placement of funds into knowledge. The new process of knowledge reproduction is described. Results of this research can be used in processes of economic theory methodology development and in region’s economic policy realization.
