Ozone holds a certain fascination in atmospheric science. It is ubiquitous in the atmosphere, central to tropospheric oxidation chemistry, yet harmful to human and ecosystem health as well as being an important greenhouse gas. It is not emitted into the atmosphere but is a by-product of the very oxidation chemistry it largely initiates. Much effort is focussed on the reduction of surface levels of ozone owing to its health impacts but recent efforts to achieve reductions in exposure at a country scale have proved difficult to achieve due to increases in background ozone at the zonal hemispheric scale. There is also a growing realisation that the role of ozone as a short-lived climate pollutant could be important in integrated air quality climate-change mitigation. This review examines current understanding of the processes regulating tropospheric ozone at global to local scales from both measurements and models. It takes the view that knowledge across the scales is important for dealing with air quality and climate change in a synergistic manner.

Tropospheric ozone and its precursors from the urban to the global scale from air quality to short-lived climate forcer

. The Ozone Monitoring Instrument (OMI) onboard NASA's Aura satellite has been providing global observations of the ozone layer and key atmospheric pollutant gases, such as nitrogen dioxide (NO2) and sulfur dioxide (SO2), since October 2004. The data products from the same instrument provide consistent spatial and temporal coverage and permit the study of anthropogenic and natural emissions on local-to-global scales. In this paper, we examine changes in SO2 and NO2 over some of the world's most polluted industrialized regions during the first decade of OMI observations. In terms of regional pollution changes, we see both upward and downward trends, sometimes in opposite directions for NO2 and SO2, for different study areas. The trends are, for the most part, associated with economic and/or technological changes in energy use, as well as regional regulatory policies. Over the eastern US, both NO2 and SO2 levels decreased dramatically from 2005 to 2015, by more than 40 and 80 %, respectively, as a result of both technological improvements and stricter regulations of emissions. OMI confirmed large reductions in SO2 over eastern Europe's largest coal-fired power plants after installation of flue gas desulfurization devices. The North China Plain has the world's most severe SO2 pollution, but a decreasing trend has been observed since 2011, with about a 50 % reduction in 2012–2015, due to an economic slowdown and government efforts to restrain emissions from the power and industrial sectors. In contrast, India's SO2 and NO2 levels from coal power plants and smelters are growing at a fast pace, increasing by more than 100 and 50 %, respectively, from 2005 to 2015. Several SO2 hot spots observed over the Persian Gulf are probably related to oil and gas operations and indicate a possible underestimation of emissions from these sources in bottom-up emission inventories. Overall, OMI observations have proved valuable in documenting rapid changes in air quality over different parts of the world during last decade. The baseline established during the first 11 years of OMI is indispensable for the interpretation of air quality measurements from current and future satellite atmospheric composition missions.

Aura OMI observations of regional SO2 and NO2 pollution changes from 2005 to 2015

Three decades of rapid economic development is causing severe and widespread PM2.5(particulate matter (is) less than 2.5 ) pollution in China. However, research on the health impacts of PM2.5 exposure has been hindered by limited historical PM2.5 concentration data. We estimated ambient PM2.5 concentrations from 2004 to 2013 in China at 0.1 deg resolution using the most recent satellite data and evaluated model performance with available ground observations. We developed a two-stage spatial statistical model using the Moderate Resolution Imaging Spectroradiometer (MODIS) Collection 6 aerosol optical depth (AOD) and assimilated meteorology, land use data, and PM2.5 concentrations from China's recently established ground monitoring network. An inverse variance weighting (IVW) approach was developed to combine MODIS Dark Target and Deep Blue AOD to optimize data coverage. We evaluated model predicted PM2.5 concentrations from 2004 to early 2014 using ground observations. The overall model cross-validation R(sup 2) and relative prediction error were 0.79 and 35.6%, respectively. Validation beyond the model year (2013) indicated that it accurately predicted PM(sub 2.5) concentrations with little bias at the monthly (R(sup 2) = 0.73), regression slope = 0.91) and seasonal (R(sup 2) = 0.79), regression slope = 0.92) levels. Seasonal variations revealed that winter was the most polluted season and that summer was the cleanest season. Analysis of predicted PM2.5 levels showed a mean annual increase of 1.97 micro-g/cu cm between 2004 and 2007 and a decrease of 0.46 micro-g/cu cm between 2008 and 2013. Our satellite-driven model can provide reliable historical PM2.5 estimates in China at a resolution comparable to those used in epidemiologic studies on the health effects of long-term PM2.5 exposure in North America. This data source can potentially advance research on PM2.5 health effects in China.

Satellite-Based Spatiotemporal Trends in PM2.5 Concentrations: China 2004-2013

Multiple linkages connect air quality and climate change. Many air pollutant sources also emit carbon dioxide (CO2), the dominant anthropogenic greenhouse gas (GHG). The two main contributors to non-attainment of U.S. ambient air quality standards, ozone (O3) and particulate matter (PM), interact with radiation, forcing climate change. PM warms by absorbing sunlight (e.g., black carbon) or cools by scattering sunlight (e.g., sulfates) and interacts with clouds; these radiative and microphysical interactions can induce changes in precipitation and regional circulation patterns. Climate change is expected to degrade air quality in many polluted regions by changing air pollution meteorology (ventilation and dilution), precipitation and other removal processes, and by triggering some amplifying responses in atmospheric chemistry and in anthropogenic and natural sources. Air quality and climate connections.

Nitrogen oxides (NOxNO+NO2) are produced during combustion processes and, thus may serve as a proxy for fossil fuel-based energy usage and committed greenhouse gases and other pollutants. We use high-resolution nitrogen dioxide (NO2) data from the Ozone Monitoring Instrument (OMI) to analyze changes in urban NO2 levels around the world from 2005 to 2014, finding complex heterogeneity in the changes. We discuss several potential factors that seem to determine these NOx changes. First, environmental regulations resulted in large decreases. The only large increases in the United States may be associated with three areas of intensive energy activity. Second, elevated NO2 levels were observed over many Asian, tropical, and subtropical cities that experienced rapid economic growth. Two of the largest increases occurred over recently expanded petrochemical complexes in Jamnagar (India) and Daesan (Korea). Third, pollution transport from China possibly influenced the Republic of Korea and Japan, diminishing the impact of local pollution controls. However, in China, there were large decreases over Beijing, Shanghai, and the Pearl River Delta, which were likely associated with local emission control efforts. Fourth, civil unrest and its effect on energy usage may have resulted in lower NO2 levels in Libya, Iraq, and Syria. Fifth, spatial heterogeneity within several megacities may reflect mixed efforts to cope with air quality degradation. We also show the potential of high-resolution data for identifying NOx emission sources in regions with a complex mix of sources. Intensive monitoring of the world's tropical subtropical megacities will remain a priority, as their populations and emissions of pollutants and greenhouse gases are expected to increase significantly.

The Canadian Space Agency issued, in 2007, a Request for Proposals on The Atmospheric Processes on Climate and its
Changes (APOCC). Innovative mission concepts were selected on the basis that they: Lead to new scientific
understanding of atmospheric processes that regulate Earth's climate; Address questions of particular importance for
northern latitudes; Build on Canada's experience and capacity in atmospheric science; Complement/ be synergistic with
planned international missions. With the concept studies finished, the foreseen way forward is to issue support initiatives
to develop those reformulated concepts that combine the most promising ideas in several affordable instrument
contributions and Canadian spacecraft missions. This paper presents the rationale for the continued implementation of
the APOCC initiative.
