The present historical moment may seem a particularly inopportune time to review Bowling Alone, Robert Putnam's latest exploration of civic decline in America. After all, the outpouring of volunteerism, solidarity, patriotism, and self-sacrifice displayed by Americans in the wake of the September 11 terrorist attacks appears to fly in the face of Putnam's central argument: that \"social capital\" -defined as \"social networks and the norms of reciprocity and trustworthiness that arise from them\" (p. 19)'has declined to dangerously low levels in America over the last three decades. However, Putnam is not fazed in the least by the recent effusion of solidarity. The Human Side of Enterprise.

The purpose of this chapter is to identify the key characteristics of the emerging modes of governing European network industries. With Giandomenico Majone (1990, 1996), we make the case that a European model of network industry regulation has developed since the liberaliza- tion of the telecommunications industry. Yet we go further than Majone by explicitly taking into account the technical systems underlying both liberalization and regulation of network industries. At present regulatory practices in Europe cover both the functions of regulation (that is, the dif- ferent aspects that are being regulated: competition, market creation, and technical and political aspects) and the institutions of regulation, generally a more or less independent regulatory agency.

Cet article presente l’analyse quali-quantitative comparee (AQQC) en quelques mots et vise a demontrer son utilite et sa « valeur ajoutee » en tant qu’outil methodologique pour les sciences relatives a l’action publique (administration publique, politiques publiques et evaluation de programmes). L’AQQC ouvre en effet de nouvelles pistes de recherche empirique sur les modalites de reforme du secteur public (comparaison entre organisations administratives et parastatales), sur la conduite de politiques sectorielles dans differentes entites politico-administratives (au sein d’un regime federaliste ou entre les Etats-membres de l’Union europeenne) ou sur les effets induits par des programmes d’actions (aupres de differents groupes-cibles ou dans divers contextes socio-economiques).

Der vorliegende Sammelband «Demokratie als Leidenschaft» bildet die Festschrift zum 65.Geburtstag und zur Emeritierung von Wolf Linder. Der erste Teil des Buches geht auf die Person Wolf Linder ein und fokussiert auf die facettenreichen Rollen des Begrunders und erfolgreichen Leiters des Instituts fur Politikwissenschaft an der Universitat Bern. Die anschliessenden Beitrage wurdigen Wolf Linders Schaffen, indem sie Thesen aus seinem wissenschaftlichen Werk aufnehmen, diskutieren, teilweise ein ungewohntes Licht darauf werfen und sie teilweise weiterfuhren. 
Die thematischen Schwerpunkte der rund dreissig Beitrage liegen in der Analyse der komplexen Wechselwirkungen von direkter und reprasentativer Demokratie in der Schweiz, den historischen Grundlagen und neuesten Entwicklungen schweizerischer Institutionen wie Konkordanz und Foderalismus sowie der Rolle der deliberativen Kultur, den Herausforderungen und Chancen bei der Planung und dem Vollzug offentlicher Politik und den Eigenheiten der schweizerischen Demokratie im internationalen Vergleich. 
Das vorliegende Werk bietet einen aktuellen Uberblick uber die neueste Forschung von fuhrenden Vertretern der Schweizer Politikwissenschaft, wobei ein besonderes Gewicht auf die Analyse des Wandels der schweizerischen Demokratie in den letzten Jahren gelegt wird. The liberalization process of the Swiss telecommunications sector follows a logic of ‘autonomous adaptation’ to the regulations of the European Union (EU). Switzerland, which is not a Member State of the EU, voluntarily adapts to the European policy without being formally required to do so (Sciarini et al., 2004). This process went hand in hand with the partial privatization of the legal statute and assets of the former monopolist and with the re-regulation of the liberalized telecommunications sector.
