This paper gives the 2010 self-consistent set of values of the basic constants and conversion factors of physics and chemistry recommended by the Committee on Data for Science and Technology (CODATA) for international use. The 2010 adjustment takes into account the data considered in the 2006 adjustment as well as the data that became available from 1 January 2007, after the closing date of that adjustment, until 31 December 2010, the closing date of the new adjustment. Further, it describes in detail the adjustment of the values of the constants, including the selection of the final set of input data based on the results of least-squares analyses. The 2010 set replaces the previously recommended 2006 CODATA set and may also be found on the World Wide Web at physics.nist.gov/constants.

Nuclear forces can be systematically derived using effective chiral Lagrangians consistent with the symmetries of QCD. I review the status of the calculations for two- and three-nucleon forces and their applications in few-nucleon systems. I also address issues like the quark mass dependence of the nuclear forces and resonance saturation for four-nucleon operators.

Modern theory of nuclear forces

Nowadays it has become customary in nuclear physics to denote by “tradition” the approach that considers nucleons and mesons as the relevant degrees of freedom. It is the purpose of this chapter to review this “traditional” approach in the area of nuclear forces and their applications to nuclear structure.

The Meson Theory of Nuclear Forces and Nuclear Structure

We review how nuclear forces emerge from low-energy QCD via chiral effective field theory. The presentation is accessible to the non-specialist. At the same time, we also provide considerable detailed information (mostly in appendices) for the benefit of researchers who wish to start working in this field.

Chiral effective field theory and nuclear forces

Simple formulas for the neutron and proton polarizations in polarized $^{3}\mathrm{He}$ targets are derived assuming (1) quasielastic final states; (2) no final-state interactions; (3) no meson-exchange currents; (4) large momentum transfers; (5) factorizability of $^{3}\mathrm{He}$ SU(4) response-function components. Numerical results from a wide variety of bound-state solutions of the Faddeev equations are presented. It is found that this simple model predicts the polarization of neutrons in a fully polarized $^{3}\mathrm{He}$ target to be 87%, while protons should have a slight residual polarization of -2.7%. Numerical studies show that this model works very well for quasielastic electron scattering.

The traditional approach of nuclear physics describes nuclei by means of a model in which nonrelativistic nucleons interact via two-body or pair-wise forces. In this brief review we concentrate entirely on the three- and four-nucleon systems, with emphasis on three-nucleon calculations using realistic forces. We focus our discussion on advances in three topics that have preoccupied researchers recently: meson-exchange currents and the trinucleon charge and magnetic densities and form factors; three-nucleon forces and their effect on observables, and the effect of the nucleon-nucleon tensor force on observables. Clearly, a comprehensive study of any of these topics is beyond our resources. Fortunately, several related themes recur and unite these disparate topics, and we concentrate on these.

Recent Progress in Understanding Trinucleon Properties

Benchmark solutions for {ital n}-{ital d} scattering using a single model interaction have been produced by five different groups using different methods. These {ital s}-wave results have been obtained at three energies for both quartet and doublet scattering.
