The g-C3N4/{010} facets BiVO4 interface Z-scheme photocatalysts is fabricated by ultrasonic dispersion method. The density functional theory (DFT) shows that the differences of the energy levels in the conduction bands and the valence bands between the {010} and {110} facets of BiVO4 is about 0.37 and 0.31 V (vs. NHE, pH = 7), respectively. Therefore, the co-exposed {010} and {110} facets of BiVO4 can form surface heterojunction, which promotes the {010} facets of BiVO4 with negative charge. The zeta potential indicates that layered g-C3N4 with positive charge. The Raman, FT-IR and XPS analysis demonstrates that the layered g-C3N4 is anchored on the {010} facets of BiVO4 through strong interface electrostatic interaction, which leads to form a built-in electric field at the contact interface. Under the built-in electric field driving, photogenerated electrons in the CB of {010} facets of BiVO4 rapidly recombines with the holes in the VB of g-C3N4 to form the interface Z-scheme heterostructure. That is, BiVO4 surface heterojunction ultimately induces the formation of interface Z-scheme heterostructure. The interface Z-scheme heterostructure not only facilitates the space separation of the photogenerated carriers, but also accumulates electrons in the more negative potentiated CB of g-C3N4 and holes in the more positive VB of {110} facets of BiVO4. Consequently, by means of the I-t, LSV and EIS measurements, the g-C3N4/{010} facets of BiVO4 interface Z-scheme photocatalysts presents extraordinary photoelectrochemical performance. More importantly, the degradation rate of g-C3N4/{010} facets of BiVO4 interface Z-scheme photocatalysts can reach the highest 88.3% within 30 min under visible light irradiation, and the mineralization ability (96.03%) is about 2.24 and 3.32 times as high as that of BiVO4 (42.83%) and g-C3N4 (28.89%), respectively.

Nowadays, as most of the countries in the world pledged to the low-carbon future, global energy problems become more acute. One of the most promising ways to address the growing problems of energy supply widely considered by the international community is use of alternative energy source such as the renewable or „clean” energy. Renewable energy is highly praised for its wide availability and environmental friendliness and its decisive advantage over traditional energy is that it is not subjected to depletion like the fossil fuel resources and that it does not lead to the increasing pollution. Th e paper examines how renewable energy sources can be made useful in the case of Ukraine. Our analysis run along two dimensions: the EU and world’s global tendencies as well as the internal current situation. Our main focus is on whether the investing in renewable energy sources can be regarded as a country’s “smart” power policy and what the outcomes of turning to the renewable resources might be like over some time period in the future. On the base of statistical approach we came to the conclusions for Ukraine: 1) renewable energy sources (RES) production has a potential to replace oil, gas and coal sources, however the same could not be said about nuclear power; 2) the “green tariff ” indeed makes renewable energy projects more attractive for investments; 3) RES production opens new projects in industry thus the employment rate in industry can grow, but not such could be said about agriculture; 4) in analyzed years RES production had very low level of impact on the economic performance; 5) RES have positive eff ect on the environment in Ukraine in analyzed period; 5) RES consumption has a potential to boost positive eff ects of alternative energy resources, Received: October, 2015 1st Revision: December, 2015 Accepted: March, 2016 DOI: 10.14254/20718330.2016/9-1/7 Renewable energy and security for Ukraine: challenge or smart way? Renewable energy and security for Ukraine: challenge or smart way?

The paper analyzes the Digital Economy and Society Index (DESI), which characterizes the development of digital economy. Based on the data of 28 European countries for 2013–2018, using the panel regression, we studied the influence of the consumption index growth by the purchasing power parity and unemployment among the active population on the structural units of DESI. It is shown that a 1% increase in the consumption index results in about 0.2 increase in the DESI, and an increase in unemployment by 1% leads to about 0.2 DESI decline. It is also shown that the 98% value of DESI is actually determined by its previous trends, and therefore it is impossible to increase this index rapidly. Some reflections and conclusions are made on the perspective of the developing states, i.e., Ukraine, that is not yet assessed in DESI ranking.

The Analysis of the Digital Economy and Society Index in the EU

This paper pursues three main objectives: (i) to review the existing theoretical approaches towards the phenomenon and definition of "national competitiveness" as an economic category; (ii) to analyze factors affecting the level of national competitiveness, and (iii) to define clusters of countries according to the level of their relative national competitiveness. The main focus is to identify the most appropriate definition of national competitiveness, to use a mathematical approach to test the main hypothesis (H1: there is high correlation between the competitiveness level and the list of factors that can potentially increase/decrease competitive advantages of a state). Data of Ukraine and 29 states that clustered to the same (II) stage of development according the Global Competitiveness Index 2004-2012 are taken for the research. The applied cluster analysis helped to solve the challenge of statistical research of national competitiveness as classifying of countries (data set of 36 states, 2004-2012 years) according to their competitiveness, taking into account national peculiarities. As well cluster analysis lets to test assumptions that there is an existence of some structure in the sample of countries.
