Abstract: The paradox of continuing flood control and rising flood losses is explained in part by elements entering into decisions to change urban flood-plain occupance, 1936-1957. Curbing the mountaing toll calls for public action to broaden the range of choice open to managers of flood-plain properties in adjusting to flood hazard.
