Stakeholders' perspectives on green building rating: A case study in Indonesia.

Transit-oriented development (TOD) is based around transit stations, with the emphasis on high population density and multifunctional areas in promoting sustainable mobility. This study aimed to develop a TOD model that could achieve an optimum land use allocation to maximize transit ridership. A critical literature review, an analysis of value engineering through function and benchmarking studies were conducted in order to develop a baseline plan for a TOD model, which was then optimized using linear programming. A total of four light rail transit (LRT) stations located in Jakarta were used as the case study to represent model implementation, ridership evaluation and optimal design. The optimization results showed that office workers constituted the highest number of transit passengers, followed by those working in hotels and commercial/retail and residential users. It was also found that optimizing the design of the TOD can increase the number of daily LRT passengers by up to 55%.

Producing Alternative Concept for the Trans-Sumatera Toll Road Project Development using Location Quotient Method

Urban transport investments have contributed to the exponential increase of value from land and properties around the built infrastructure. Although literature had shown evidence of value uplift from the residential property due to transit development, little is known about the impact on commercial property values. This paper aims to evaluate the impact of rail transit proximity to the commercial property market by taking into account the pre-operation of the LRT project in Jakarta, Indonesia. This study utilizes a big data approach to accelerate research data processing by employing data mining method, as well as geographical information system (GIS) and hedonic price modeling (HPM) to investigate the property prices to formulate empirical evidence for the research. The results show opposite evidence compared to previous studies which argued that accessibility may contribute to the property price when closer to the transit station. The findings indicate that proximity to rail transit has an insignificant impact on the commercial property price compared to other variables such as building size, number of rooms, location, and hospitals. A comparison of the findings between this research with other studies was discussed and recommendation for further research development was proposed.

Investigation of An Operation and Maintenance Framework in the Railway Industry: A Case Study of the Makassar?Parepare

The construction industry has a vast impact on the environment and the economy. Construction project performance requires a focus on increasing the resource efficiency and reducing the impact on the environment during the construction lifecycle. This on-going research is addressed towards the need of improving construction project performance by creating addedvalue for building projects using quality management (QM) and value management (VM) approaches. This research employs a quantitative approach through a questionnaire survey distributed to construction industry stakeholders. The questionnaire consists of three parts of discussion including identification of critical success factors and barriers that exist typically at each construction stage in building projects, plus identification of additional functions in building projects, and total investment cost for building projects. As the significant findings indicate, this research evaluates how the understanding of quality and its perceived processes plus how the identification of additional functions can be applied to deliver efficiency and more added-value in building construction projects e.g. Energy Efficient Buildings.

Integrating quality management and value management methods: Creating value added for building projects

Public–private partnership (PPP) has been extensively used in many sectors worldwide to provide alternative funding for public infrastructure. However, limited evidence found that this scheme was successfully adopted in railway transport particularly in the later stage of the project life cycle. Private participation during operation and maintenance stages are worthy of comprehensive research to cope with recovery of public investment and institutionalization problems. This research aims to analyze the potential of unbundling scenarios based on railway components by taking into account the Light Rail Transit (LRT) project in developing countries as the case study. A life cycle cost evaluation and sensitivity analysis were used to formulate a practical and regulatory framework for the macro-level of decision-making modeling. The findings indicate a possible scenario by considering the passenger demand, ticket price, and government support to generate the best option based on net present value (NPV) and internal rate of return (IRR). The proposed alternative recommends an attractive investment return for private interest, encourages lower support for government subsidy, and offers a reasonable tariff for the users. The study also suggests future implications from the adoption of research findings which may affect policy formulation and railway industry as a whole.

Exploring Public–Private Partnership Scheme in Operation and Maintenance Stage of Railway Project

At this time, the concept of Social Infrastructure has been studied in Indonesia. One of many types of this kind of infrastructure is called Roadside Station, adopted from Japanese Michinoeki. A roadside station is a place located at the side of the national road in a backbone of Strategic Development Area. This place organizes service functions to road users, economic empowerment of the local community, and part of incubation service for its surrounding area. The concept of the roadside station that will be applied is developing a place for resting around the national road. There will be many public facilities in this roadside station such as a parking place, toilet, restaurant, and retail market. Ideally, this public facilities will be managed by the local community. This research is aim to develop roadside station typologies based on predefined criteria. The first things to do is doing benchmark analysis related to management concept plan for the roadside station. The benchmark is from management concept for the rest area’s highway. The next thing, for each typology, will be defined as the most suitable financial scheme, even it comes from the government fund or from the public-private partnership (PPP). In the end, the research results in determining 3 types of typology for developing roadside station and 3 criteria such as traffic volumes daily, type of zoning according to the location of a roadside station, and type of strategic development area according to the location of the roadside station.
