The CPU determines a first discrepancy value of the first average value of pixels included in a second outer peripheral region surrounding the rectangular region and the first mode value (S347). The CPU determines a second discrepancy value of the second average value of pixels included in a third outer peripheral region surrounding the second outer peripheral region and the first mode value (S351). PROBLEM TO BE SOLVED: To provide an image processing program, an image processing device and an image processing method that can change the color of an image corresponding to a punch hole to make the image of the punch hole inconspicuous even when an original document on which a color different from the ground color adheres to the periphery of the punch hole is read.SOLUTION: CPU of an image reading device performs labeling processing on the basis of an original image, and specifies an inclusion region containing a region corresponding to a punch hole specified by the labeling processing. CPU determines whether a first mode as the most frequent value of the pixel values of pixels within a first outer peripheral area surrounding the outer periphery of the inclusion area is not less than a first threshold value (S335). When it is determined that the first mode value is not less than the first threshold value (S335: YES), CPU sets a candidate color conformed to the first mode (S337). PROBLEM TO BE SOLVED: To improve a prior art image conversion method so as to reduce a speckle effect and to improve a quality of a conversion image. SOLUTION: The present invention relates to an image conversion method, and a device which converts a digital image acquired by a scan unit into a conversion digital image. This method includes a step of acquiring a statistic of at least part of pixels of a digital image, a step of extracting a characteristic value of a background color by using an acquired statistic, a step of performing a selection operation of a pixel within the digital image in which pixels of the digital image are sequentially set as target pixels, and a step of converting the selected pixel. By this method, a selection of a target pixel is determined by a representative color distance determined between numerous pixels located in proximity to the target pixel and the background color.
