The Theory of Incentives I: The Principal-Agent Model

How does culture matter for development? Do certain societies have cultures which condemn them to poverty? Led by Arjun Appadurai, Mary Douglas, and Amartya Sen, the anthropologists and economists in this volume contend that culture is central to development, and that cultural processes are neither inherently good nor bad and never static. Rather, they are contested and evolving, and can be a source of profound social and economic transformation through their influence on aspirations and collective action; yet they can also be exploitative, exclusionary, and can lead to inequality. Culture and Public Action includes case studies from Africa, Asia, and Latin America, which examine the role of culture in community-based development, ethnic conflict, famine relief, gender discrimination, and HIV-AIDS policy. The editors conclude by proposing how a "cultural lens" can better inform future research and public policy on development. Cultural Tourism: a review of recent research and trends

This chapter reviews the recent debate about the role of social capital in economics. We argue that all the difficulties this concept has encountered in economics are due to a vague and excessively broad definition. For this reason, we restrict social capital to the set of values and beliefs that help cooperation - which for clarity we label civic capital. We argue that this definition differentiates social capital from human capital and satisfies the properties of the standard notion of capital. We then argue that civic capital can explain why differences in economic performance persist over centuries and discuss how the effect of civic capital can be distinguished empirically from other variables that affect economic performance and its persistence, including institutions and geography.

Tourism seasonality in cultural destinations: Empirical evidence from Sicily

This chapter shows how economic theory and public policy analysis can illuminate decision-making relating to cultural heritage. We argue that from an economic viewpoint the appropriate conceptualisation of heritage is as a capital asset. Regarding heritage as cultural capital invites consideration of sustainability aspects, in parallel with the treatment of natural capital in economic theory, allowing us to derive a sustainability rule for cultural capital accumulation. The application of cost–benefit analysis to heritage investment appraisal is discussed, with particular reference to the assessment of non-market benefits. Turning to policy issues, we examine ways in which governments intervene in heritage markets, with particular attention to listing and other forms of regulation. Questions of institutional design, financing and policy delivery in a multi-jurisdictional framework are discussed, and finally the role of the private sector is considered, with emphasis on the possibility of crowding out and the incentive effects of public policy on private behaviour in the heritage field.
