1. The strength of the Global Fund is contained in its values, of which ethics and integrity are integral. A strong ethics and integrity program engenders stakeholder trust in the Global Fund, and moreover safeguards resources dedicated to health through the creation of an integrated compliance and anti-corruption program, supported by communication, monitoring and oversight. To reach and maintain high standards of ethical conduct, the Global Fund’s core ethical values must be fully integrated into its culture and activities, including its grant programs, and complied with by all entrusted with Global Fund resources and/or responsibilities. 2. This Ethics and Integrity Framework sets out obligations that must be complied with by (i) Board and Committee Members, Board Alternates and Board delegation members (together, “Governance Officials”); (ii) Global Fund employees; and (iii) members of Global Fund advisory bodies (groups (i), (ii) and (iii) together, “Global Fund Officials”). However, these obligations apply also to all those involved in activities financed by the Global Fund, particularly in the implementation of grant programs.

Global Fund to Fight AIDS, Tuberculosis and Malaria

This is a review of a recent book that sets out to develop and promote a new vision of law as an essential tool of public health. Part One of this volume explores Conceptual Foundations of Public Health Law. Part Two addresses in depth the conflict between public health actions and personal civil liberties, while noting that frequently these two considerations work synergistically rather than in opposition. In Part Three, Gostin presents an admittedly subjective account of public health law and proffers guidelines for the future of public health law that are driven by considerations of "consistency and uniformity of approach, mission and essential functions, powers, substantive limits, procedural limits, and protection against discrimination and invasion of privacy." The reviewer pronounces this book "a monumental contribution, from the discipline of law, to the multi-disciplinary and interdisciplinary theory and practice of public health." However, the reviewer notes the controversial nature of Gostin's advocating a carefully constrained and narrowly delineated interventionist role for government, at all levels, on behalf of the public's health when interventions may conflict with the civil liberties of distinct persons, while at the same time advocating an energetically activist government public health presence when the behavior of commercial enterprises is the subject of regulation.

Making fair choices on the path to universal health coverage

We have Local Education and Training Boards (LETBs) that are responsible for the training and education of NHS staff, both clinical and non-clinical, within their area. Our LETBs, which are committees of HEE, are made up of representatives from local providers of NHS services and cover the whole of England. Regional People Boards, established in 2020, currently incorporate the statutory elements of the LETBs to ensure compliance with the Care Act.
