This article reports the results of a 2019 survey of academic librarians that investigated their attitudes, practices, and policies regarding open access (OA). This study asks if academic librarians write policies to ensure that they approach OA intentionally and systematically across all library services. The results indicate that, though librarians report favorable beliefs about OA and integrating OA into technical and public services, they seldom create OA policies.

Exploring Open Access Practices, Attitudes, and Policies in Academic Libraries

To tackle issues related to metadata and improve discovery of and access to digital resources, National Information Standards Organization (NISO) has developed a series of standards and recommended best practices. The impact of these standards has been discussed in depth. However, no research has been done in the areas of how those standards and best practices can be used for digital resources in Chinese, and strategies for implementing those standards. This paper aims to identify common issues in discovery of and access to Chinese digital resources; suggest feasible solutions; discuss how to leverage NISO standards and recommended practices; and recommend ways to promote the standards and best practices to stakeholders.

Leveraging NISO Standards and Best Practices to Improve Discovery and Access of Digital Resources

In 2006, with the support of Cooperative Online Serials (CONSER), the University of California (UC) implemented a CONSER Funnel. The Funnel provides an opportunity for serials catalogers across UC campuses to edit CONSER-authenticated Online Computer Library Center (OCLC) master records. This article explores factors that led catalogers among the UC campuses to organize the Funnel, the organizational model developed for the UC CONSER Funnel, the cost/value of the Funnel to its members, and general considerations for implementing and sustaining a Funnel. The article concludes with a discussion of recent developments. Currently, changes in work environment due to Next Generation Melvyl (OCLC WorldCat Local), Web 2.0, and budget cuts are influencing evolution of the Funnel. Will these changes strengthen campus interest in cooperation or diminish the energy needed for this effort?

Doing More with More: The UC CONSER Funnel Experience

In January 2000, the University of California created the Shared Cataloging Program (SCP). Based at the University of California, San Diego, the SCP is a “centralized cataloging model” for the California Digital Library consortium collections. This article will take an evolutionary look at the perpetual challenges of sustaining a consortial cataloging model and highlight the efforts of the SCP in the ongoing quest to eliminate the redundancy of efforts by centralizing the optimization of cataloging efficiency.
